Position Function:

Under direct supervision of the Parks and Recreation Deputy Director, this position is responsible for supervising and technical work in planning, directing, and coordinating the maintenance operations of the parks, recreation facilities, cemeteries, roadway right of way, and other municipal properties. This position allows for a wide latitude of independent judgment in the development and administration of that operation. In addition, this position makes recommendations relating to short and long-term planning for the development, beautification, and maintenance of the aforementioned properties.


Essential Duties:

  1. Manages the daily operations and personnel of the Parks Division to ensure the proper maintenance and use of City parks, grounds, cemeteries, green spaces, athletic complexes and fields, and common areas for City-owned property and/or facilities providing for a safe and aesthetically pleasing environment. Responsible for ensuring the proper maintenance and usage of all green spaces that are designated for public and/or recreational use.
  2. Manages the selection and retention of Parks Division Personnel, including training and development initiatives. Responsible for conducting performance evaluations and disciplinary processes and procedures within established organizational and department guidelines, policies, and/or directives. Monitors and evaluates work routines.
  3. Manages the preparation, tracking, and administration of the Parks Division's annual budget, CRA, and capital outlay budgets. Responsible for forecasting expenditures necessary and required to complete Division projects; the procurement of goods and services; and Personnel related costs. Manages the bid and purchase process for all equipment and vehicles, prepares specifications and scope of work requests for RFQ, and manages all capital projects. Tracks utility expenditures.
  4. Provides staff assistance to the Parks and Recreation Director and/or Deputy Director by preparing and presenting department and project-related reports during Staff, City Commission, Finance Advisory Board, and other City-related meetings. Responsible for representing the city on parks-related advisory boards and/or meetings.
  5. Attend Special Event meetings and other meetings with a related interest to Parks Division or park maintenance. Act as a member of the Technical Review Board.
  6. Works with the City Clerk on cemetery-related matters. Meets and assists prospective cemetery plot buyers. Marks cemetery spaces for interment and/or monument sets.
  7. Performs other duties as assigned.

Environment:

Duties are primarily performed within an office environment or setting. Possible exposure to dust, mold, and allergens; noise; and electrical hazards. Position may be subject to inclement weather associated with traveling to and from City-owned buildings and facilities, an inspection of Parks operations and facilities, and/or involvement in City-sponsored events.


Knowledge/Skills/Abilities:

  • Required knowledge and experience are normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a bachelor's degree in Parks and Recreation, Natural Resources Management, Parks and Protective Area Management, Public Administration, or related field, and seven (7) to ten (10) years of management and project work related experience in Parks, Recreation, or related field are required. Five (5) years of supervisory experience is required.

  • Government experience and certification as an Arborist or Horticulturalist are preferred.

  • Must possess (or obtain within 6 months) a public Applicator pesticide certification Chapter 487 with Ornamental and Turf.

  • Possess or obtain a Best Management Practices certification.

  • Possess or obtain Hazmat Spill Response Training Certification.

  • Possess Florida Water Star Professional Certification

  • A master's degree in Parks and Recreation, Natural Resources Management, Parks and Protective Area Management, Public Administration, or related may substitute for 2 years of experience.

  • Possess or obtain any certifications and/or license required of any Parks staff position.

  • Work requires the ability to read letters, memos, contracts, professional and industry literature, spreadsheets, and other job-related analysis.

  • Work requires the ability to write letters, memos, and contracts.

  • Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.

  • Must be able to conduct mathematical equations and analysis.

  • Must be able to monitor and assess operations, workload, projects, and staff performance.

  • Should be competent in the use of Microsoft Excel, Word, and PowerPoint software.

  • Works, nights, weekends, holidays, and special events as needed.

  • Must be able to research, compile and analyze data, and then present findings to management in an acceptable format.

  • Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, media, and the general public is essential.

  • Considerable knowledge of the principles and practices of landscape architecture, maintenance, materials, and growing requirements of a variety of plants, shrubs, trees, and turf grasses indigenous to the local area. Ability to plan and devise ornamental, natural, and formal landscaping patterns.

  • Expanded knowledge of playground design layouts, materials, and use patterns.

  • Knowledge of Florida-friendly landscape.

  • Knowledge of designing ball fields and athletic complexes.

Other Requirements:

  • Must possess a Valid Florida Class E driver's license.

  • Must pass applicable pre-employment testing, and background and credit checks.

SPECIAL REQUIREMENT:

This position may require one to report for work when a declaration of emergency has been declared in Polk County.
