R&D Operations Requirements Program Integration SME

This is a Hybrid-Position, with some travel required.

EM Key Solutions seeks an R&D Operations Requirements Program Integration Subject Matter Expert to support CCMD engagements and requirements processes. The candidate will make recommendations for process improvements and liaise between program managers, technologists, and operators to advance and deliver advantageous technological capabilities.

Duties:

• Provide improved Agency and Directorate communications, information sharing, and enterprise-level situational awareness/understanding of capability development and Science and Technology (S&T) activity request discussions, decisions, and coordination with stakeholders,
• Determine the scope of R&D in S&T activity requirements and requests and their relation to mission and ongoing planned activities.
• Align RD S&T activity requirements and requests to strategy, core functions, and objectives.
• Help define, refine, implement, and lead a process for scoring and prioritizing requests and requirements.
• Track the progress of RD S&T activity requirements and requests to completion, verify and report status, and enhance and enable transition activities.
• Collaborate across DTRA to enhance and improve processes
• The candidate will work across the entirety of DTRA's Request Management Process from Development, Receipt, and Adjudication with CCMDs to Prioritization, Execution/Capability Development, and Assessment with DTRA RD Departments, Divisions, and Program Manager.
• Travel required up to 25%. Contingent on circumstances and approval, up to 40% of telework may be authorized.

Required Qualifications:

• Must have excellent personal initiative and interpersonal communication skills.
• The successful candidate must be detail-oriented, comfortable working in a dynamic environment and demonstrate the willingness and ability to research, learn, and advise on new areas of knowledge.
• Bachelor's degree in STEM, business, or related field
• Strong analytical and critical thinking skills
• 5 - 10 years of operational and or technical experience
• Active Department of Defense (DoD) TS clearance with the ability to obtain and maintain SCI during their time of employment

Desired:

• DTRA, CBRNE, and CWMD experience
• Experience in INDOPACOM and or CENTCOM
• Familiarity with research and development, science and technology, testing and evaluation, acquisition; and program management

Clearance:

Active Top-Secret clearance and the ability to obtain and hold SCI are required.
