Business Management Associates (BMA) is seeking (9) HR Staffing Specialist to provide specialized Human Resources services and support throughout the Recruitment Lifecycle process unique to the District of Columbia. The ideal candidate will have expertise with full life cycle recruitment, interviewing, creating hire packets, qualification reviews, posting positions, updating recruitment trackers, Peoplesoft, HRIS systems, and OPM Standards.

RESPONSIBILITIES & DUTIES:

Recruitment:

  • The contractor (s) shall be responsible for the suitability and qualification review of all aligned candidates and roles. Qualification standards shall be aligned to as the District Personnel Manual and the Office of Personnel Management.
  • The contractor(s) shall be responsible for the drafting of all Hire Packets as assigned.
  • The contractor(s) shall be responsible for the drafting and issuing recruitment letters (details, reassignment, promotion, demotion etc.)
  • The contractor(s) shall be responsible for the posting of all roles through external sites.
  • The contractor(s) shall be responsible for conducting DPM and OPM research when aligned to recruitment and talent acquisition.
  • The contractor(s) shall be responsible for processing Not-to-Exceed letters for resources recruited as term resources.

Reporting & Documentation:

  • The contractor(s) shall be responsible for routine updates to the internal recruitment tracking reports such as but not limited to:
    • Recruitment Tracker
    • Transition/Separation Tracker
    • NTE Tracker
    • Temporary Promotion Tracker
  • The contractor(s) shall be responsible for the routine updates to internal HRIS tool for reporting and dashboard development
  • The contractor(s) shall be responsible for routinely documenting FAQs, Process & Procedures as it pertains to the recruitment SDLC.

Communication & Outreach:

  • The contractor(s) shall serve as a primary POC for communication and outreach to Hiring Managers and liaisons.
  • The contractor(s) shall serve as a primary POC for communication and outreach for internal partners related to the recruitment SDLC, such as but not limited to:
    • Office of the Chief Financial Office
    • DHS Program Managers
    • DHS Program Directors
    • MOTA
    • Office of Contracting and Procurement
    • DC Human Resources
  • The contractor(s) shall serve as secondary support for communication and outreach for candidates related to the recruitment SDLC, such as but not limited to:
    • References
    • Work Experience
  • Deliverable Tracking:
    • The contractor(s) shall be responsible for providing routine status updates to the reporting manager and/or designee. Reports include QUADs and Risk Log.
    • The contractor(s) shall be responsible for maintaining an accurate work log for periodic review.
  • Special Projects as defined (Recruitment centric)

QUALIFICATIONS & REQUIREMENTS:

  • Demonstrated knowledge and experience in federal human resources.
  • Experience in onboarding experience (Full SDLC for onboarding).
  • Experience in building full hiring packets.
  • Experience presenting to Hiring Managers on all recruitment updates (status, issues, risk, outstanding items etc.).
  • Experience tracking and documenting recruitment flow, timelines, trends, and status updates.
  • Demonstrated experience in Peoplesoft.
  • Experience in OPM standards and guidelines for suitability qualifications and standards
  • Experience in DCPM standards and guidelines for suitability qualifications and standards.
  • Experience in HRIS systems.
  • The applicant selected will be subject to a government background investigation and must meet eligibility and suitability requirements.

EDUCATION & EXPERIENCE:

  • Bachelor's degree and eight (8) to ten (10) years of full life cycle recruitment experience.
