Job Announcement

The Department of Family Services serves the county in a dynamic team-based environment supporting the values and human service mission. This announcement will be used to fill two (2) Financial Specialist II (FSII) positions within the Budget Unit of the Fiscal Management Division. One FSII will support the Children Services Act Program along with multiple grants within the Domestic and Sexual Violence Services Division. Another FSII will support the Children, Youth, and Family Division.

Under the general supervision of Financial Specialist IIIs, these positions perform a variety of complex finance and budget functions supporting various programs in the department. Activities include financial management of General Fund and grant funded programs, monitoring of revenues and expenditures for assigned budgets, performing personnel and operating projections, reviewing program requests for supplies and services, and participating in audits. Responsible for preparing annual budget submission materials for assigned programs, monthly and quarterly grant and/or city billing reports and reimbursement requests and assisting program staff with the completion of grant applications. Serves as a budget liaison with other county departments on joint initiatives, Fairfax County Public Schools (FCPS), grantor agencies, and program staff.

Must be able to analyze large data sets in order to complete monthly reconciliations and calculate cost allocations across multiple programs. Processes journal entries and other financial transactions. Serves as a subject matter expert on financial matters and budget processes in order to assist and advise program staff on how to prepare budget requests, address financial issues, and ensure programmatic compliance with federal, state, and county policies. Familiarity with, and the ability to interpret and follow the federal Uniform Grant Guidance is important. Participates as a member of workgroups and as a departmental financial representative as necessary. Presents budget status reports and financial information to program managers and senior budget staff. Works collaboratively with county corporate partners, the department's procurement staff, and other members of the financial team to ensure that finance and budget matters are handled timely, accurately, and in accordance with program needs to maintain continuity of operations and services for county residents.

Prepares and/or analyzes financial data and makes recommendations;
Plans, organizes and participates in the reconciliation of funds;
Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
Prepares or assist development of the agency budget and monitors budget status.
Required Knowledge Skills and Abilities

Ability to prepare, interpret and analyze financial reports and statements;

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a credit check, and a Child Protective Services check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Experience working in government finance and budgeting.
  • Knowledge of generally accepted accounting principles and the federal Uniform Guidance.
  • Experience using financial modules of a corporate Enterprise Resource Planning (ERP) system such as SAP, Oracle, or other similar systems.
  • Experience working with and reconciling large data sets related to finance and accounting.
  • Experience with grants financial management, grants budgeting and grants reporting.
  • Experience in financial audits.
  • Demonstrated ability to interpret and enforce financial and procurement policies and procedures.
  • Ability to present complex financial information clearly and accurately to both small and large groups.
  • Strong interpersonal skills and the ability to create and maintain positive working relationships with co-workers and the program staff supported by the financial specialists.
  • Intermediate to Advanced Microsoft Excel skills.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and is usually performed in a normal office environment.
Ability to use keyboard driven equipment.
Ability to attend evening meetings off site.
Ability to communicate clearly and concisely, both orally and in writing.
