Loudoun County Department of Family Services seeks a dedicated and experienced professional leader for its Child Protective Services (CPS) Program Manager position. The successful candidate will join the Department of Family Services which envisions better health, safety, and well-being for all and supports individuals and families in the community to live their best lives while advocating for those most vulnerable and respecting their right to self-determination.

Job Summary

This critical middle management position aligns services with the strategic direction of the Department adhering to all federal, state, and local mandates and regulations. The Program Manager directs and supports the work of the staff that receives and validates reports, investigates, or assesses allegations of child abuse or neglect, and provides in-home services to families at high risk of abuse or neglect recurrences in a 24/7 response environment. Evidence-based decision-making tools, family engagement principles, and a trauma-informed perspective are used throughout the assessment, investigation, and intervention phases.

Under the direction of the Assistant Director and serving with a peer middle management team, this position provides leadership and oversight of the CPS program.

This work is multifaceted, as outlined in its core responsibilities:

  • Providing direct clinical and administrative supervision, mentoring, and coaching to supervisors and staff
  • Formulating and implementing administrative and operational strategies for program development, quality assurance, and program improvements
  • Managing and monitoring program budget and expenditures
  • Monitoring and evaluating program outcomes to assure compliance with federal, state, and local policies and procedures
  • Managing and overseeing contract invoicing, service outcomes, effectiveness, incident reporting, and discharge planning
  • Establishing and communicating performance standards
  • Overseeing recruitment, hiring, development, training, and retaining talent
  • Providing performance feedback quarterly and conducting annual performance evaluations
  • Implementing best and evidence-base practices
  • Collaborating with other DFS programs, human services agencies, and community-based organizations to identify and address unmet client and community needs
  • Responding to inquiries and requests from senior managers, clients, community members, the Board of Supervisors, and other elected and appointed officials
  • Serving as the agency representative on local, regional, and state level committees
  • Managing, reviewing and or writing grants
  • Serving as a designated lead in mass emergency responses
We are seeking an individual with:
  • General knowledge of the human services system with specialized knowledge and experience in at least one (1) program area related to CPS.
  • Leadership experience in a team environment.
  • Knowledge regarding a family services system of care philosophy and values.
  • Knowledge of government structure, operation, and regulatory functions.
  • Experience establishing and maintaining effective working relationships with individuals in a diversity of roles, such as families, colleagues, agencies, vendors, consultants and state and local government officials.
  • Ability to think critically and creatively to address crises and resolve problems within the service delivery system.
  • Excellent organizational and time management skills, including the ability to reprioritize, perform, and complete critical competing tasks.
  • Excellent communications skills, both oral and written with the ability to reach a variety of audiences.
  • Proficiency in Microsoft Outlook, Word, Power Point and Excel software.
Hiring salary commensurate with experience. Minimum Qualifications

Bachelor's degree in a field related to the assigned program or department (Master's degree may be required depending on specifically assigned department/program); five (5) years related work experience including one (1) year of supervisory or team lead experience; or equivalent combination of education and experience.

Preferred Qualifications
  • Currently licensed or license-eligible (transferrable) in the Commonwealth of Virginia as an LCSW or LPC.
  • Experience interpreting and monitoring adherence to complex policies and regulations.
Job Contingencies and Special Requirements

Job Contingencies:
Successful candidates will respond to community crisis as directed, possess a valid resident driver's license, and undergo driving record, child protective services, and criminal background checks.

Special Requirements:

  • Successful candidates must be available for duty beyond the normal workday which includes nights, weekends, and holidays, as required to perform functions of the position.
  • This position is considered essential personnel and will require report to work during times designated countywide as approved for unscheduled leave regardless of the emergency (e.g., weather, transportation, disaster).
  • May also be required to work form, and may be assigned to, an alternate worksite(s) within the county to carry out duties that support operational needs.
