Job Announcement

The Department of Neighborhood and Community Services (NCS) is seeking an experienced, results-oriented Deputy Director to oversee the activities and programming of the Cross-System Support and Administrative Operations business areas. Under the general direction of the Director of the NCS, the Deputy Director is responsible for providing leadership of day-to-day operations including objectives required for all Human Services agencies.

  • Responsible for direct services to the public and performs administrative work of considerable complexity in planning and directing the overall operation of the agency's programs, services, and facilities.
  • Acts as department head in the absence of the Director.
  • Responsible for managing complex and diverse interdepartmental projects that require vast competency in dealing with community groups and not-for-profit agency boards and executive staff.
  • Develops policy and planning for his/her divisions and collaborates with agency senior leadership on key agency functions such as budget, finance and billing, procurement, contracts and grants management, human resources, business process improvement, facilities, and administrative coordination and support across all divisions and business lines of NCS. Significant initiative and independent judgment is exercised, and work is evaluated by the Director of NCS on the basis of results achieved.
Illustrative Duties
Oversight of Programs, Services, and Facility Operations
Leads the strategic integration of service delivery within the broader Fairfax County Human Services system, focusing on prevention-based strategies and community building approaches.
Leads agency efforts to plan, implement, and evaluate a comprehensive array of community-based programs and services designed to meet the needs of youth, families, older adults, and persons with special needs.
Reviews operating and activity records, costs, revenue, and participant data of NCS programs and uses that trend review to recommend specific expansion, elimination, and/or other changes.
Develops and executes policies of the department and the county in the operation of facilities, programs, and services, to include emergency management and security policies.
Investigates and resolves major incidents/issues that require operational or programmatic changes.
Responds directly to inquiries and problems from members of the Board of Supervisors and/or members of the community. Coordinates the actions necessary to resolve difficult complaints and requests for information.
Directs departmental activities in the absence of the Director. Represents the Director on various Human Services and County teams and committees.
Coordination and Collaboration with Community and Other Government Agencies
Advises the Board of Supervisors and local government officials on issues under the purview of the agency.
Represents the agency and addresses relevant issues with community groups, advisory groups, Board-appointed commissions, task forces, and committees.
Strategic Planning
Monitors the implementation of the agency's strategic plan and the various divisional operation performance plans to meet community needs.
Leads the planning, development, and implementation of policies, goals, objectives, and priorities of the agency's administration and operation.
Analyzes and implements corrective actions for areas not meeting targeted program performance.
Works with staff to determine and implement various strategies to improve performance. Reviews plans or proposed new facilities to ensure compliance with identified agency programmatic needs.
Resource Management
Responsible for the development of the agency's annual budget and capital projects plan. Monitors budget to ensure expenditures are within established guidelines and revenues meet expected targets.
Ensures community input on capital projects, and works with partner agencies (the Department of Housing and Community Development and the Office of Capital Facilities) as appropriate for monitoring of project process.
Determines and implements procedures for the management and replacement of capital equipment.
Tracks major additions/reductions to the annual budget and implements strategies for the satisfactory resolution of funding issues.
Oversees the implementation of the department's diversity plan.
Represents the department with direct responsibility for negotiations, including preparation and implementation of leases and professional services contracts.
Administrative and Supervisory
Plans and evaluates the work of professional, technical, and support staff.
Monitors the agency's performance evaluation process and implements appropriate controls.
Identifies career development opportunities for staff.
Rectifies job performance deficiencies through counseling, training, and progressive disciplinary actions if necessary.
Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a Bachelor's Degree in human service administration, public administration, community development, or a related field; plus five years of progressively responsible experience managing a large professional staff engaged in the provision of human services and/or community and neighborhood activities and services.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and a credit check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Master's degree in public administration or other advanced degree in an administrative or policy field related to human services.
  • Demonstrated ability to direct the operational subsystems of a large agency (strategic planning, service operations, contracting, purchasing, personnel, budget).
  • Experience in coordinating work with public schools, community-based and faith-based organizations.
  • Understanding of Fairfax County's community needs, community leadership structures, and community opportunity structures.
  • Experience working with organizations in transition and vulnerable communities.
  • Experience in development and implementation of countywide policy requiring Board of Supervisor approval.

PHYSICAL REQUIREMENTS:
This position requires ability to stand, stoop, bend, stretch, walk, climb, sit, type on a keyboard, and lift. Ability to use keyboard-driven equipment. Ability to communicate clearly, both orally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
