Job Announcement

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an innovative and public service-oriented transportation professional to join the Site Analysis Section. This position will support section-wide initiatives within the entitlement, post-entitlement, and Transportation Demand Management (TDM) areas of the Site Analysis Section. This position will provide a challenging and rewarding experience for an individual invested in advancing the County's multimodal, people-focused transportation goals. About the section: We strive to be proactive in addressing county, community, and commuter needs as our transportation landscape evolves. The 22-member Site Analysis Section is responsible for three key areas of land development with respect to transportation, defined below.

The Entitlement Team handles all plans and related documents that require transportation review prior to being entitled by the Board of Supervisors (BOS) for development or redevelopment. Any non-by-right change in land use comes to this team for review and evaluation. All Entitlement Team members provide this review and additionally manage specialized areas related to environmental impact, urban design, and Comprehensive Transportation Analyses (CTA's).
The Post-Entitlement Team handles the review of by-right land development applications (site plans); actions to request the vacation, abandonment, or discontinuance of rights of way (V/A/D/ROW); review of waivers to our standards, manuals, and ordinances; and any other post-BOS approval matters related to transportation.
The Transportation Demand Management Team (TDM) handles all things TDM. From TDM proffers during zoning review, to reviewing annual reports for a new development, or outreach to businesses to support the development of TDM programs. The TDM team helps to ensure we're providing resources, monitoring implementation, and securing commitments to reducing SOV trips throughout Fairfax County.

Responsibilities of this position include:

  • Independently tracking, monitoring, and producing custom reports/findings/graphics to assist with furthering section-wide initiatives in each of the three focus areas our section is responsible for.
  • Working directly with staff at all levels within Site Analysis to understand needs related to data collection, monitoring, and evaluation to identify opportunities to streamline our work and increase efficiency.
  • Implementing creative solutions in collaboration with section leadership to further section, division, and agency goals.
  • Serving as a point of contact for citizens, County staff, and outside agencies regarding each of our three focus areas.
  • Reviewing the Comp Plan, Bicycle Master Plan and Trails Plan, the Public Facilities Manual, and other documentation for information on planned transportation facilities.
  • At times, reviewing analyses of land development applications, transportation proffers, proffer interpretations, research of maintenance of roads, and coordinating of state mandated requirements to better inform work products.
  • Conducting site visits and field work, including field and local community meetings to discuss and further projects in alignment with applicable standards.
  • Managing Smartsheet database for tracking land development applications, waivers, site plans, and other section initiatives.
  • Coordinating implementation of public projects through land development applications with county, state, and federal agencies.
  • Performing other duties as assigned to help the entitlement, post entitlement, and TDM teams including but not limited to assisting with division-wide administrative functions, document coordination, communication tracking, and website updates.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to:
High school graduation or a GED issued by a state department of education;
plus three years of paraprofessional planning or zoning related work, as defined by the area to which assigned.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
