ABOUT THIS POSITION:
As an integral member of the Prevention, Education and Coordination Program, the primary function of this position is to guide, facilitate and promote the county's collective efforts concerning the prevention, identification and response to human trafficking and sexual violence; support development of sexual violence and human trafficking coordinated community responses; increase community awareness and engagement; work with partner agencies to develop human trafficking and sexual violence education strategies and awareness platforms; work with local, state and national resources to expand DSVS's and allied professionals' capacity to identify and provide trauma-informed and culturally relevant interventions for human trafficking and sexual violence; work with allies to develop strategies and set realistic goals to change social norms around human trafficking and sexual violence and end systemic oppression that contributes to them.

Under the general direction of the Domestic and Sexual Violence Services (DSVS) Program Manager of the Prevention, Education and Coordination Team, facilitates needs analyses and benchmarking, strategic planning, policy analyses, data collection and reporting, process improvement, and other work related to human trafficking and sexual violence prevention, policy recommendations, and program development. With input from relevant stakeholders and communities, coordinates the development, implementation and communication of interdepartmental and community plans, strategies, policies, best practices and awareness strategies. Leads DSVS strategic planning efforts to elevate sexual violence and human trafficking. Facilitates coordinated community response to human trafficking and sexual violence as well as active ally relationships. Acts as a point of contact and representative for issues of human trafficking and sexual violence and provides or facilitates the provision of technical assistance to community and county partners as needed. Participates in team information-sharing, joint strategy and analysis of the work.

Participates in staff meetings and training, as required. With other DSVS staff, provides rotational coverage of the program's 24-hour crisis lines and responds to requests for hospital accompaniment. Works from various locations throughout the county. Attends evening and/or weekend meetings and activities. Performs and carries out other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES: The appointee for this position must have the following knowledge, skills, and abilities (KSA):

  • Have excellent written, oral, and interpersonal skills
  • Thorough knowledge and understanding of violence prevention (primary, secondary and tertiary) for broad and diverse audiences
  • Knowledge of interpersonal violence issues, trends, and interventions and its impact on diverse groups and populations.
  • Demonstrated leadership skills including facilitating meetings, project management, leading groups, teams and peers
  • Ability to adapt in a changing environment
  • Ability to develop and present high quality and engaging educational programming.
  • Strong organizational skills and ability to manage complex assignments and workload sufficiently to meet deadlines
  • Demonstrated understanding and appreciation of diversity and equity and how it relates to violence prevention and intervention.

ILLUSTRATIVE DUTIES:
  • Coordination, Best Practices Development and Implementation, and Strategic Planning: In consultation with the DSVS Director, county and community leaders, and county and community agency staff, collaborates with partners to develop and sustain policies, procedures and best practices that strengthen coordinated community responses to human trafficking and sexual violence. Develops, facilitates, leads (as appropriate) and participates in county and regional sexual assault and human trafficking coordination groups, including but not limited to the Fairfax County Sexual Assault Response Team (SART), the Coordinated Community Response (CCR) Prevention and Education Committee and quarterly multidisciplinary human trafficking meetings. Internally develops, facilitates, leads the DSVS Elevating Sexual Violence Services team, DSVS Awareness Team, DSVS Strategic Planning Steering committee, and others as needed. Actively contributes to countywide coordination efforts with important links to human trafficking and sexual violence. Develops partnerships with county and community-based organizations and groups such that work on issues with high correlation with human trafficking and sexual violence. Analyzes and monitors state and federal laws, regulations, guidelines, and policies. Researches best and promising practices and new resources related to human trafficking and sexual violence issues. Educates and coordinates training on human trafficking and sexual violence to build knowledge and skills among DSVS staff and volunteers, allied professionals, and community as appropriate.
  • Data Collection, Analysis and Information Dissemination: Working with human services, public safety, judicial, education, medical, legal, and community organizations, develops a coherent and sustainable process for collection, analysis, and communication of data and other information related to human trafficking and sexual violence in Fairfax County with as much demographic disaggregation as feasible. Assesses, monitors, and reports on community needs, trends, gaps and response related to human trafficking and sexual violence. Evaluates and monitors progress on process and outcomes of services and initiatives related to human trafficking and sexual violence. As needed, provides information for grant reporting or conducts grant reporting.
  • Other Related Work: Performs other related work as assigned. With other DSVS staff, provides rotational coverage of the program's 24-hour crisis lines and responds to requests for hospital accompaniment. Works from various locations throughout the county. Will be required to attend evening and/or weekend meetings and activities, as needed. Participates in administrative activities including agency and team meetings and individual supervision. Carries out other duties as assigned.

Note: The assigned functional areas of the position are coordination, project management, public speaking, training and curricula development, research and policy development, data analysis, and/or technical guidance to departmental managers. Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid Driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a Child Protective Services Registry check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  • Master's degree in public health, policy, social work (MSW), psychology or other related field
  • At least two years of experience working with or on behalf of victims of domestic and sexual violence, stalking and/or human trafficking
  • At least one year of experience providing technical assistance to various stakeholder groups
  • At least two years of experience using oral and written communication skills to present effective presentation and group facilitation
  • At least one year of experience with program evaluation

PHYSICAL REQUIREMENTS:
Ability to communicate clearly and concisely, both orally and in writing.
Ability to use automated technology to access, input, retrieve, and process information via computer is required.
Employee may be required to lift up to 35 lbs..
Must be able to transport self and equipment to different work worksites or locations to attend meetings and community forums.
