NavitasBusiness Consulting is seeking an experienced Contracts Specialistprofessional with a Facility Security Officer background. This candidate would be responsible formanaging the entire contract management lifecycle from planning, pre-award,award, and post award for federal, commercial, and state and localcontracts. The ideal candidate wouldalso be able to perform FSO activities.

Duties andResponsibilities:

· Experience responding to Market Research/SourcesSought/Requests for Information Review and negotiate contracts, task orders andmodifications.

· Perform cradle-to-grave federal contractsadministration with all contract types.

· Participate in pre-proposal activities toinclude solicitation review, developing internal analysis, completing businessproposals to include rates, pricing, basis of estimates, standard forms andnarratives. May be supported by outside pricing strategy expertise.

· Draft/develop, review and sign nondisclosureagreements, teaming agreements, subcontract agreements, consulting agreementsand strategic partnership agreements.

· Analyze significant, and/or unique contractrequirements, special provisions, terms, and conditions to ensure compliance.

· Monitor company's performance on contractsassigned on an on-going basis to ensure conformance to original proposal priceestimate and contractual terms and conditions.

· Record and disseminate information regardingcontract modifications, deviations, negotiations and completion or termination.

· Participate in contract kick-off meetings.

· Prepare contract briefs, update contract status,update databases, and responsible for paper and electronic contract files.

· Review, prepare and submit closeout packages inaccordance with established company policies.

· Regularly update company leadership on changingacquisition policies, laws and compliance issues.

· Experience preparing proposal business volumesand price proposals to include rates, pricing, basis of estimates, andnarratives.

Qualifications:

· Thorough and in-depth knowledge of FederalAcquisition Regulation (FAR), the Department of Defense supplement to the FAR(DFARS), various other Federal agency regulations implementing the FAR, alongwith working knowledge and experience referencing and interpreting otherFederal regulations related to Federal contracts (to include GSA Schedules).

· Demonstrated experience in administeringcontracts as a prime contractor and a subcontractor.

· Business acumen with ability to think criticallyand develop creative and practical solutions.

· In-depth knowledge on developing organizationalconflict of interest mitigation plans and teaming agreements.

· Demonstrated experience with the development andnegotiation of large bids.

· Experience managing a variety of contract types.

· Strong writing and time management skills.

· Reputation for unqualified commitment tointegrity and professionalism.

· Superior interpersonal skills and the ability torelate to employees and management at all levels.

· Attention to detail and organization.

· Highly adaptable to change; ability to workindependently and collaboratively.

· Ability to multi-task and operate in afast-moving environment.
