DescriptionBackground:The Division of Global Health Equity (DGHE), Department of Medicine, Brigham and Women’s Hospital, fosters the support and coordination of training, research, and service to reduce disparities in disease burden and to improve treatment outcomes both at home and abroad. The Division focuses on diagnosis, prevention, and treatment of health problems, most directly of those that disproportionately affect populations in the developing world and of major importance to society. The DGHE is the administrative home of the Center for Integration Science in Global Health Equity.Directed by Dr. Gene Bukhman, the Center for Integration Science in Global Health Equity focuses on developing, implementing, and evaluating integrated care delivery models to address severe conditions such as type 1 diabetes, sickle cell, and rheumatic heart disease in highly constrained health systems. The Center for Integration Science is a Center within the Division of Global Health Equity in the Department of Medicine at Brigham and Women’s Hospital and is a collaboration with the Department of Global Health and Social Medicine at Harvard Medical School and Partners in Health (PIH). The Center also serves as the co-secretariat for the NCDI Poverty Network ()One of the Center’s main initiatives is a clinical program called PEN-Plus, a care delivery model that provides care for severe and chronic non-communicable diseases (NCDs). PEN-Plus operates at rural district hospitals, training care providers such as nurses and clinical officers to provide longitudinal care. Currently the Center is working with 14 countries across Africa, Asia, and the Caribbean to implement PEN-Plus and partnering with the WHO African Regional office (WHO AFRO) on ambitious plans to scale up PEN-Plus across the African Region.The Associate Director of Data Systems and M&E will be a critical part of the Programs team at the Center and the NCDI Poverty Network, working across many teams and partners to help create, refine, improve, operate, and utilize data systems for PEN-Plus. The Associate Director will work with clinical and regional colleagues to develop and deploy tools and resources for data systems, which will include activities at the local, national, and regional levels. The Associate Director will help ensure systems for access to data and meaningful data use for partners and the Network and will provide technical support and collaborate closely with a number of stakeholders including health care providers, implementing partners, Ministries of Health, and WHO AFRO./* Style Definitions */ p.MsoNormal, li.MsoNormal, div.MsoNormal { margin:0in; font-size:12.0pt; font-family:"Times New Roman",serif; }.MsoChpDefault { }@page WordSection1 {size:8.5in 11.0in; margin:1.0in 1.0in 1.0in 1.0in; }div.WordSection1 {page:WordSection1;} /* List Definitions */ This dynamic role will:Lead the NCDI Poverty Network efforts on data systems and M&E for national, regional, and global data systems, partnerships, data sharing, and reporting:      Work with partners and colleagues to help build out sustainable architecture for regional and global reporting      Spearhead regional and global monitoring workstreams for the PEN-Plus partnership including work with WHO AFRO for the African Region and other international stakeholders to standardize indicators, data use agreements, visualization, etc.      Lead strategic conversations around regional and global data systems for PEN-Plus including items such as incorporation of digital systems and technologies, selection of data platforms, approach to reporting, etc.      Support the development of national M&E systems for severe chronic NCDs by working with Ministries of Health to incorporate indicators and tools for PEN-Plus conditions into national HMIS and develop plans for deploymentWork with the Center’s M&E team and other technical staff to support their ongoing work on developing robust data systems, indicators, tools, and technical support for PEN-Plus programs/clinics across 14+ countries. The following are examples of these ongoing activities of the team, which the Associate Director will lead and manage:       Hosting a consultative and collaborative process to refine a comprehensive set of PEN-Plus indicators, with a focus on clinical process and outcomes      Developing, improving, and updating a PEN-Plus M&E Toolkit with all relevant data tools and trainings that can be used as a model for PEN-Plus clinics (eg data dictionary, template clinical forms, reporting forms, data trainings, etc)      Where relevant, deploying national level data work across PEN-Plus clinics (collaboration with Ministries of Health, trainings, incorporation of tools into HMIS, etc)      Providing technical support for local PEN-Plus implementation for data systems issues such as development of systems, reviewing forms and tools, selection of digital systems, troubleshooting and training on aggregation and reporting, meaningful data use, data quality,  etc. Support the Center and NCDI Poverty Network’s strategy on data systems and internal data use and analysis:       Work with M&E colleagues to refine and maintain the PEN-Plus dashboard with cross-site indicators      Work closely with program leadership to conduct routine analyses, provide input to Research team in program evaluation, and identify areas for programmatic improvement       Oversee M&E team for all other routine data activities      Provide input from data and M&E perspective for grant reporting purposes      Help create presentations for external audiences      Develop, oversee, and collaborate on any needed data use agreements or other data permissions for PEN-Plus work      Advise and lead the Center’s strategy and any related work on digital information systems, with guidance from country and AFRO priorities. This is a rapidly evolving landscape and may involve working alongside partners who are designing and implementing EMRs or digitized data initiatives, providing strategic support, collating feedback, identifying solutions, or ensuring consistency with PEN-Plus protocolsManage the M&E Team at the Center and work effectively across other teams:       Provide direct supervision to M&E team members, including the PEN-Plus M&E lead      Work on a daily basis to collaborate with and provide technical support to additional team members, including Regional Advisors, training team members, and more.      Support team members at NCDI Poverty Network for ongoing development of M&E skills through day-to-day mentorship      Collaborate closely with the Center’s Research team      Collaborate closely with key partners including Partners In Health and other implementing partners, to harmonize data systems, share lessons learned, and improve systems.      Ensure comprehensive understanding of the Center and NCDI Poverty Network’s mission and philosophy, and help to instill it into data systems, interpretation, and improvement where relevant      Any other duties as assigned.QualificationsQualifications:/* Style Definitions */ p.MsoNormal, li.MsoNormal, div.MsoNormal { margin:0in; font-size:12.0pt; font-family:"Times New Roman",serif; }.MsoChpDefault { }@page WordSection1 {size:8.5in 11.0in; margin:1.0in 1.0in 1.0in 1.0in; }div.WordSection1 {page:WordSection1;} /* List Definitions */       Master’s degree or PhD or equivalent in public health, statistics, information systems, or other related field      Course study in social science, global health also preferred      More than 10 years of work experience in information and data systems and project implementation      Demonstrated expertise in developing frontline data systems, including tools, training, and stakeholder management in a resource-limited setting required; experience with both paper-based and digital systems in this setting preferred      Experience with digital information systems and health informatics required      Expertise in developing comprehensive M&E frameworks for clinical programs, including work with different types of clinical data and stakeholders      Experience in grant reporting preferred      Demonstrated experience with data management, manipulation of data sets, statistical analysis      Advanced skills in statistical programming preferred      Advanced skills in Excel, PowerBI, and/or other data visualization tools as well as PowerPoint and other information communication software skills      Experience supervising teams in complex environments preferred      Experience with DHIS2 a plus      Qualitative data expertise, including developing questionnaires and conducting analysis, is an added advantageSkills/Abilities/Competencies:/* Style Definitions */ p.MsoNormal, li.MsoNormal, div.MsoNormal { margin:0in; font-size:12.0pt; font-family:"Times New Roman",serif; }.MsoChpDefault { }@page WordSection1 {size:8.5in 11.0in; margin:1.0in 1.0in 1.0in 1.0in; }div.WordSection1 {page:WordSection1;} /* List Definitions */       Highly motivated and independent; ready to work in a complex, high-paced, and intense environment.
