OVERVIEW OF ROLE:

Develop and design projects for construction and installation of NOVEC's overhead and underground electric distribution and communication facilities to provide quality service to customers, builders, and developers while maintaining the highest level of customer service.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop project design for the construction and installation of NOVEC's overhead and underground electric distribution and communication facilities.

  • Consult with customers, builders, and developers to obtain requirements for electric service and promote NOVEC services.

  • Prepare staking sheets for new lines, additions, and improvements to the electrical distribution system in accordance with NESC standards and guidelines, state and local ordinances, and NOVEC specifications.

  • Secure easements for right-of-way, service contracts, and builder or developer agreements as required by design engineering standards and policies.

  • Prepare cost estimates for the construction or relocation of electric distribution facilities reviewing work order accounting to determine accurate contribution and economy of service.

  • Prepare permits and obtain written permission for necessary distribution line crossings from railroads, highway departments, utility and telecommunication companies, and government agencies.

  • Prepare work requests for the relocation of distribution facilities that may conflict with VDOT projects.

  • Utilize WMIS to monitor, update, and complete current and upcoming tasks and projects.

  • Maintain accurate maps by drawing and posting all work orders.

  • Review assignments, tasks, and projects prepared by Electric Utility Designers I and II for accuracy and compliance with NESC standards and guidelines, state, and local ordinances, and NOVEC specifications.

  • Assist in review, preparation, and scheduling of work assignments; departmental training, development, and motivation; and compliance with policies and procedures.


EDUCATION AND EXPIERENCE:

  • High School Diploma or GED with a technical or mathematical background and successful completion of a certified Electric Utility Designer Apprentice Training Program is required.

  • Three (3) to five (5) years of directly related experience assisting in the planning and design of projects for the construction and installation of electric distribution systems is required.


PROFESSIONAL SKILLS AND ABILITIES:

  • Ability to read, interpret, and relate overhead and underground specification manuals, assembly guides, technical drawings, specifications, system books, and maps of transmission and distribution systems.

  • Ability to apply analytical methodology to problem solving and relate theoretical and or technical concepts to practical application.

  • Ability to communicate effectively and professionally with all levels of staff and the public both orally and in writing while maintaining professionalism and control in all circumstances.

  • Ability to perform all responsibilities in accordance with organizational policies/procedures and VOSHA safety guidelines

  • Anticipate and meet rapidly changing customer needs by quickly refocusing and realigning strategic and operational direction

  • Apply working knowledge and ability to operate a personal computer and related software such as specialized utility design systems, Work Management software, MS Office; operate standard office equipment; and operate basic equipment and tools used for measuring and staking

  • Ability to multitask between assignments and meet tight deadlines in an accurate manner and, in accordance with NESC standards/guidelines, state/local ordinances and organizational policies/specifications, under minimal supervision, while providing superior customer service

  • Ability to apply effectively organize work and pay close attention to detail, and research techniques.

  • Ability to meet rapidly changing customer and business needs by quickly refocusing and realigning strategic and operational direction.
