General Statement of DutiesThis employee perform professional medical work relating to the evaluation and treatment of newborns, infants, children, adolescents, and male and female adults. Performs related duties as required.This is a Noncompetitive position that includes an evaluation of the applications to determine if the applicants meet the minimum requirements as outlined in the "Required Education and Experience" section. A Noncompetitive process may also consist of other components, such as a qualifying test, to determine if the applicant is able to perform the duties of the position. Any one position within this classification may not include all of the duties listed nor do the listed examples include all of the tasks which may be performed.)Responsible for organizing, planning, staffing, evaluating, and administrating physician activities.Advises the Health Commissioner and the Assistant Commissioners on various health related issues and/or problems in a timely manner.Conducts orientation of physicians relevant to clinic procedures, medical protocol, and public health procedures.Maintains professional records of physician's staff (i.e., curriculum vitae, license, continuing education information, etc.).Advises the Director of the Primary Health Care Division on all matters concerning medical services and programs.Provides education/experience/exposure for medial students and residents, as required.Collaborates with the Primary Health Care Nursing Supervisor and the clinic administrators to coordinate and implement changes and clinic procedures.Coordinates studies and surveys with technical staff; for the purpose of quality assurance, utilization review and the overall improvement of medical programs of the Health Department.Coordinates with the Nursing Supervisor for the employment and evaluation of nursing practitioners.Maintains logs of reported communicable diseases.Performs consultations and follow-up of reported communicable diseases.Serves as liaison on matters pertaining to communicable disease and medical issues with outside agencies  (i.e., federal, state, and local agencies).Establishes standards and prepares procedures relating to child health in areas of well-child care, school health programs and immunization programs.Participates in the development of the Primary Health Care Division Budget.Responsible for ensuring that the programs assigned are administered within the approved budgetary requirements.Interfaces with prepaid medial insurance plans and other health care providers in providing managed care.Probationary PeriodTwelve Months.Supervision ExercisedExercises direct supervision over the medical activities of physicians and other related professional support personnel at each Health Department Clinic site.  Additionally, supervision may be exercised over the Associate Director of Dental Services and related professional program administrators.
