Primary Purpose

The Vice President, Government Business Development will function as a key leader of the Emmes CRO reporting directly to the President, Emmes Public Sector. It is paramount this individual has a deep understanding of US Government Business Development and the Federal Government contracting market. This leader will be responsible for defining the strategy to drive new awards and new revenue within the NIH and other government agencies and delivering the associated financial business development targets.


Responsibilities

  • Develop and implement the NIH/government agency growth strategies - defining agency-specific growth and engagement plans. Includes adjacent institutions outside of NIH.
  • Ensure an aligned and coordinated presence and messaging to NIH/government prospects and business partners, ensuring optimal cross-selling of all relevant Emmes capabilities and expertise to prospective clients.
  • Own the Government business development bookings target and the operational plan to accomplish/exceed the target.
  • Develop and maintain relationships with various government leaders to identify, pursue, and secure new client opportunities.
  • Present frequent executive-level reports, which include contract program reviews and qualifying statuses of both in process bids and pipeline opportunities.
  • Ensure all key performance metrics, including qualified opportunities, submission rate, win rate, revenue generated, customer satisfaction are monitored and maintained on a regular basis.
  • Participate in creating a winning capture strategy for each opportunity including informing price-to-win strategies, researching the competition, selecting teaming partners and subcontractors, identifying, and proposing key personnel, and developing a staffing model, etc.
  • Leverage existing and build new relationships to expand Emmes' network and reputation with NIH/government clients and potential partners through active participation in industry events, conferences, and individual meetings.
  • Use connections, relationships, and insights with NIH/government agencies to fully understand their current and upcoming needs, which may involve attending NIH Council Meetings.
  • Establish strategic relationships with key industry partners and client decision-makers.
  • Participate in industry days, conferences, and other trade shows to cultivate NIH/Government agency contacts and strategic partner relationships.
  • Grow and manage a government business development team.
  • Develop a performance and process-oriented culture driven by accountability to achievement of metrics and KPIs.

Qualifications

  • A Bachelor's degree in a Scientific or Business-related field is required (MBA, Master's degree, or Ph.D. desirable)
  • 10+ years of successful, progressive experience in a business development role in the clinical research industry; with a proven history of successful partnership with potential NIH/government clients in pursuit of large contracts valued in 8-10 figure USD total contract value.
