Qualifications:
  • Bachelor's degree preferred as well as relevant case management experience. Five years' experience in similar role may be substituted for bachelor's degree.
  • Supervisory experience required.
  • Experience working with those with developmental disabilities strongly preferred.
  • Must be QDDP eligible
  • Valid Driver's License

The Program Manager - Connections in Community & Employment provides oversight to the program while ensuring regulatory compliance. The Program Manager will organize, develop, implement, supervise, and monitor the provision of services to individuals with an intellectual disability and/or autism spectrum disorder. The Program Manager will ensure that services are provided in an individual and person-centered manner and that community integration and education is the primary focus for the program.

DIRECT CLINCIAL SERVICES: The Program Manager - Connections in Community & Employment provides direct support when there are staff shortages. The Program Manager will be familiar with all community activities and job sites to be able to fill in when necessary (i.e., when the program coordinators cannot). Participates in the DS on-call rotation as required. Provides coverage in other programs at agency level as required.

SUPERVISION AND DEVELOPMENT OF PERSONNEL: The Program Manager - Connections in Community & Employment acts as a direct supervisor for the Coordinators and the Connections Program Administrator. Fill in to provide supervision for the Direct Support Professionals (DSPs) as needed and requested. Delegates responsibilities and roles to positions within the program as necessary. Facilitates staff meetings and keeps communication flowing in all directions. Works with coordinators and the division director around higher level staff issues that negatively affect the program. Establishes expectations for all in a clear and accountable manner. The Program Manager will act as a mentor and coach when needed but will also hold staff accountable for their work ethic and actions. Completes annual performance evaluations per agency policy and ensure agency and program Key Performance Indicators (KPI's) are upheld. Develops new and innovative ways to retain staff and keep them engaged within the program encouraging creativity, and staff input and empowerment. Implement training as appropriate.

CLIENT ADVOCACY AND NETWORKING: The Program Manager - Connections in Community & Employment serves as a liaison between Developmental Services and other community organizations as appropriate. Consults with internal team members to implement positive interventions and strategies. Acts as a client advocate with external employers and community partners. Advocates for staff as needed. Meets frequently with Employers and Stakeholders. Develops new community activities and job sites in a person-centered manner while taking the hopes and dreams of clients served into account. Creates new community opportunities through collaboration with other community entities.

CLINICAL RECORD-KEEPING: The Program Manager - Connections in Community & Employment collaborates with Coordinators to ensure that all required documentation is done on time per agency policy. Is well-versed in regulations affecting the program and ensures compliance of all state, local, and agency regulations and guidelines. Acts as Qualified Developmental Disabilities Professional (QDDP) for the program and division when necessary.

PROGRAM COORDINATION AND DEVELOPMENT: The Program Manager - Connections in Community & Employment participates as a member of the Developmental Services management team and the DS senior leadership team. Respond to requests for information and/or technical assistance as appropriate. Maintain contact with other team members. Attends all Developmental Services and UCS meetings necessary to promote coordination and communication, including, but not limited to: Team meetings, Quality team meetings, and crisis meetings, as needed. Serves on various committees within and outside the agency as appropriate, including state Creative Workforce Solutions (CWS) meetings. Completes required state reporting and data requests as assigned. Ensures accurate tracking of client budgets and ensures utilization of funded hours is occurring. Ensures quality assurance is happening throughout the program and looks for ways to increase quality at every level of service. Works to ensure the highest quality of services throughout the agency by participation in committees, quality assurance activities and interdepartmental activities. Represents UCS on state-wide committees as indicated by the DS Director.
