Representing more than 200 physicians, UT Physicians are leaders in clinical care, research and education of the future physicians, providing care in a wide range of medical specialties from the most complex diagnoses and treatments to primary care for the entire family. The primary site of inpatient care services is at the University of Toledo Medical Center, but many of our physicians’ practice at hospitals and medical offices throughout the region.

The Chief Quality and Value Based Care Officer oversees and directs all value-based care programs and initiatives including the Care Innovation and Community Improvement Program (CICIP). The CQVBCO is responsible for ensuring the highest level of safe, appropriate, and quality care while driving measured improvements in outcomes as well as reductions in the overall cost of care.

This role will work in a dyad relationship with the executives in UTP/UTMC hospital and clinical physician leadership and the entire healthcare team to provide vision, strategy, and leadership across the system. The physician in this role will interface with and focus on changing culture that will reshape the way physicians embrace their role in quality, cost, and its relationship to patient outcomes. The CQVBCO will develop partnerships to ensure there is alignment, empowerment, and accountability for value-based performance to improve internal operations and improve care for patients, the local community, and statewide partners. This role will utilize the knowledge and training gained through interactions with other leading and industry organizations to educate and teach throughout the organization.

This role will also practice clinically as a Physician within the specialty they are trained. Roughly half clinical half quality and value-based care.

ESSENTIAL JOB FUNCTIONS AND ACCOUNTABILITIES

  • Develops cooperative relationships with physicians, hospitals, community organizations and other healthcare facilities to collaborate and exchange information
  • Promotes affiliations with key employer groups, managed care organizations, county and state medical associations, and professional societies
  • Drives quality and compliance to ensure that Value Based Purchasing meets and exceeds medical management, regulator, agency, and quality standards
  • Supports state regulatory relationships and may serve as the lead physician for state and federal medical management regulatory audits
  • Actively supports the company’s commitment to diversity and standards of care
  • Represents and models professional physician knowledge and standards of care, abilities, and contributions to healthcare
  • Develops and oversees a communication strategy to the physicians regarding measures and current performance to include supportive process improvement guidance to physicians at all levels of performance
  • Articulates and establishes plan policies and procedures to providers and organizations to ensure effective implementation of policy guidelines and programs
  • Communicates to ensure full transparency and alignment with executive leadership regarding overall performance on value-based contract arrangements as well as any challenges, successes, or needs
  • Promotes and communicates the role of VBP to the public healthcare organizations, professional associations, and purchasers of healthcare services
  • Communicates the company's mission, vision, values, and strategic plan to staff
  • Sets strategy and leads development of annual VBP goals and objectives that align with objectives set in partnership with the Ohio Department of Health, Care Innovation and Community Improvement Program, and the Ohio Invests in Improvements for Priority Populations
  • Optimize VBP initiatives, to include leading with emphasis on execution, outcomes, continual improvement, and performance enhancement. ensures consistent and continual monitoring of quality of care delivered
  • Actively engage in operations to include proactive action to address challenges faced by providers across the spectrum of specialties, settings, and payment arrangements
  • Integrates VBP with UTP/UTMC (employee) Health Plan health initiatives to ensure that overlapping processes are consolidated with the VBP activities, avoiding redundancy, and optimizing in the most efficient and cost-effective manner
  • Oversees, facilitates, and integrates VBP governance and committee work, and may include developing order sets, care paths, and protocols for both inpatient and outpatient processes of care. Integrates VBP initiatives with the operational quality improvement and population health committees of UTP/UTMC
  • Works with insurance payers to negotiate VBP performance opportunities and review and reconcile the hospital's current VBP performance
  • Assures compliance with the Joint Commission and other licensing agency standards
  • Effectively communicates with patients and families as needed to improve quality of care. Serve as an ambassador of the UTP/UTMC in the community.
  • Develop mechanisms to proactively identify customer services issues that pertain to quality and efficient delivery of care
  • Leads and mentors’ performance improvement for the system using analytical tools used in the field (such as Kaizen, PDCA, Six Sigma, setting benchmarks and related analytics) as the basis for decision making
  • Effectively collaborate with other departments and leaders throughout the hospital for process improvement, often times utilizing multi-disciplinary teams. Recognize where improvement would result in the most significant gain and ensure that patients are receiving quality, cost effective care
  • Adheres to hospital policies and procedures, addresses patient safety, performance improvement and quality of care issues
  • Assesses and makes recommendations for policy and practice changes regarding patient safety, and quality of care issues
  • Provide regular reports to UTP/UTMC leadership and board, as well as recommendations for regular strategic improvement towards organizational goals
  • Commitment to ensuring success of value-based care programs through demonstrated achievement of quality metric targets for overall organization. Participation and leadership of remedial and corrective plans for departments that do not meet quality metric targets
  • Participation and leadership with Value Based Care teams in required meetings, calls, and general responsiveness to communication in timely fashion.

REQUIRED QUALIFICATIONS

  • Education: MD or DO Required
  • Experience:
    • Progressive leadership experience in clinical quality with demonstrated ability to design and implement performance improvement activities as well as the High Reliability Organizations
    • Experience in leading quality improvement activities in the healthcare setting
    • Experience with Value Based Care
  • Skills:
    • Extensive knowledge of payor operations, managed healthcare systems, medical quality assurance, and quality improvement and risk management
    • Demonstrates excellent written and verbal communication, and presentation skills for both clinical and non-clinical audiences
    • Demonstrate advanced skills with data management and analytics, navigate on-line CMS guidelines and knowledge of hospital documentation systems
    • Experience with continuous performance improvement methodologies (e.g. PDCA, Lean, Six-Sigma, etc.)
    • Demonstrated integrity and respect for others and values teamwork and collaboration in interpersonal interactions. Appreciation of cultural diversity and sensitivity towards target populations
