Civil Engineering Inspector – Department of Public Works

The Overview

The City of Falls Church (CFC) Department of Public Works (DPW) is seeking a full-time Civil Engineering Inspector who is highly motivated, creative, and responsible, and possesses strong communication skills. The Civil Engineering Inspector examines construction projects within the City to ensure compliance with approved plans, specifications, and related codes and regulations. In addition, the Civil Engineering Inspector performs technical and skilled inspection work involving the City's streets, sidewalks, curbs and gutters, and reinforced concrete.

We plan, build, operate, and maintain transportation systems and infrastructure that improve mobility and provide people and businesses with core public services.

Illustrative Examples of Work

  • This position is subject to inside and outside environmental conditions, and hazards; especially as they relate to active construction sites.
  • Conducts initial inspections of permitted utility work within the Right-of-Way, including street cuts and back of curb installations.
  • Monitors work sites for adequate safety practices and compliance with traffic control plans.
  • Ensures all Right-of-Way work is done in accordance with the state and city specifications.
  • Conducts final inspections, including sod and street restoration work.
  • Conducts bond release inspections.
  • Assists citizens and contractors with concerns or questions relating to City Right-of-Way matters, including work completed by utilities or contractors in the Right-of-Way.
  • Serves as a back-up to the Right of Way Manager in their absence.
  • Assists with Erosion & Sediment Control and Storm Water Pollution Prevention Plan Inspections
  • Performs other duties as assigned

Emergency Designation: This position has been designated as an emergency employee position. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends, and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.

Knowledge and Abilities:

  • Knowledge of:
    • general civil engineering and public works practices including conduit installation and testing, water and sewer main installation and testing, backfill type and compaction standards, paving sub-grade standards, trench specifications, etc.;
    • public works construction practices and procedures;
    • types and quality of materials generally used in civil engineering and public works projects;
    • general terminology and mechanical drawing symbols used in civil engineering and public works plans and details;
    • general contract administration practices and procedures; and
    • computer software for word processing, spreadsheet analysis, and communication.
  • Ability to:
    • read and interpret construction plans, specifications and details, utility maps, and related engineering and architectural plans and drawings in order to ensure compliance with project specifications;
    • review and approve owned utility plans for conformance with appropriate specifications;
    • calculate appropriate fees;
    • inspect project work sites to ensure acceptable quality levels, and compliance with standards, and City procedures and standards in civil engineering and public works construction;
    • inspect sub-bases and Aggregate Base Course (ABC) bases for grade, compaction, moisture, and preparation for paving;
    • inspect asphaltic and cement concrete paving for thickness, density, smoothness, and conformance to design;
    • inspect forms for curbs, gutters, and sidewalks;
    • interact with contractors and construction personnel to ensure work activities and products meet required quality levels and standards;
    • analyze construction problems, determine possible solutions, and select the option which best resolves the situation while maintaining quality standards;
    • organize assigned inspection activities to minimize backtracking, and increase efficiency;
    • coordinate work sequences/schedules with contractors, private sector utilities, and other City departments/units;
    • calculate solutions to basic mathematical problems involving ratios, proportions, percentages, and basic algebraic, geometric, and trigonometric formulas;
    • write correspondence;
    • establish and maintain effective working relationships with supervisors, contractors, construction personnel, and coworkers.

Minimum & Additional Requirements

  • High School Diploma or GED; Any combination of training, education, and experience equivalent to four years of experience in any of the following areas: construction trades, construction management, construction inspections, civil engineering inspections, building inspections, materials testing, and/or paraprofessional engineering.
  • A valid Driver's License, issued by the state of residence.
  • Certified Virginia Work Zone Traffic Control Intermediate or greater or ability to obtain within six (6) months of hire.
  • Certified Virginia Erosion & Sediment Control Inspector or ability to obtain within 1 (one) year of hire.


Preferred Qualifications

  • Bachelor’s Degree in Construction Management, Civil Engineering or a related field.
  • Class B CDL

Hours: This is a full-time position, Monday through Friday from 8:30 a.m. to 5:30 p.m. Ability to work weekends or nights if needed to address urgent safety issues, respond to weather emergencies, and inspect scheduled night work.

Salary or Salary & Benefits: $80,000- $90,000, depending on qualifications.
