About Us

Currently, we are seeking an experienced Senior Program Manager to enhance the Office of Human Capital and Talent Management (HCTM).


Responsibilities:

- Oversee the delivery of technical, administrative, and management services to HCTM.

- Administer the implementation of transformational human capital strategies within HCTM.

- Manage the complete life cycle of HR support, including recruitment, staffing, classification, employee relations, and more.

- Act as the primary customer contact for project activities, leading project review sessions to discuss cost, schedule, and technical performance.

- Provide senior operational support for the contract program operations and supervise ISC contractors' performance.

- Plan and coordinate future contract changes with HCTM and other procurement officials.

- Contribute to process improvement initiatives aimed at enhancing program delivery.

- Ensure the program produces required deliverables of quality within specified constraints of time and cost.

- Organize, plan, and execute staffing requests with qualified resources.

- Communicate challenges and potential risks to the client and develop mitigation strategies.

- Lead strategic working sessions, both internal and with clients.

- Assist the client with eliminating manual upload processes currently in place.


Required Skills/Experience:

- Minimum of ten (10)+ years of experience managing Human Resources (HR) operations programs and contracts, $100 mil and 100 FTE Contract experience.

- Strong customer orientation and conflict resolution skills.

- Senior-level knowledge, skills, and experience in federal government program management leading HR operations for federal government clients.

- Experience with the Human Capital Talent Management (HCTM) HR Transformational model.

- Experience supporting HR Information System implementation and sustainment.

- General understanding of federal human capital staffing and merit-based promotion procedures, OPM Classification Standards, Federal Benefits and Retirement Systems, and Federal Payroll Processing.

- Experience in providing a complete life cycle of federal human capital management including HR support and services.

- Bachelor's degree.
