Salary:

WWCM has an opening for a Deputy Program Manager (DPM) with software (SW) & hardware (HW) development and maintenance experience for space systems. We are looking for innovative and motivated individuals to lead the development and implementation of customized software solutions; development and sustainment of middleware layer (SIL); integration, testing, and operational support for applications; and serving as the ecosystem lead.  Candidates must have experience with planning and executing developmental programs with demonstrated ability to manage programs to meet customer milestones.


The DPM will lead a talented team in developing, operating, and maintaining critical national cyber security solutions. The scope of the program includes Agile development, systems engineering, Agile SW development, COTS integration, test and evaluation, implementation, and operations and maintenance (O&M) activities.


WWCM is looking for a DPM who will support the Program Manager (PM) to plan, coordinate, and manage the actions taken by the organization to initiate and execute a government contract. The DPM will serve as the WWCM single point-of-contact with the program office for management and technical matters and contract-level issues when the PM is unavailable. The DPM must effectively negotiate differences that may exist between WWCM, our partners, our vendors, and the customer in order to bring together a cohesive/efficiently running development and maintenance organization. The position will be responsible for managing cost, schedule, quality and risk to ensure contract requirements are met; provide financial reports, collect and analyze project metrics; prepare and participate in informal and formal reviews.  The DPM must provide the leadership and have the interpersonal communication skills necessary to inspire, lead, direct, and manage a large agile development program. The DPM will interface with senior leaders and directors to help maintain and sustain critical infrastructure. Additionally, the DPM will be a single point of contact for the Contracting Officer and the COR.

 

Responsibilities:

  • Responsible for all financial, technical, administrative, contractual, and personnel aspects of the contract and component task orders. Serve as main point of contact for client leadership, the contracting officer, and the COR. Manage complex, full life-cycle engineering projects from initiation to deployment and implementation. Identify, assess, and resolve complex business problems/issue/risks and facilitates issue resolution and risk mitigation. Ensure contractor back-office support to properly process invoicing and personnel security clearance requirements.
  • Manages program Agile SAFe®, and DevSecOps deployment and execution
  • Ensure that all work on this contract complies with the contract terms and conditions and is approved/coordinated with senior corporate managers
  • Coordinate resolution of scope and schedule disputes with government and contractor service delivery teams
  • Lead cross project planning for Contractor resources, scheduling, milestones and deliverables
  • Expertly manage cross-functional teams responsible for delivering high-quality program capabilities on time and within budget, including Subcontractors and Vendors across multiple locations

 

Minimum Requirements:

  • Bachelor’s Degree and eighteen plus (18+); Masters and sixteen plus (16+); PhD or JD and thirteen plus (13+) years in Computer Science, Math, Science or Engineering coupled with a combination software development, cloud computing and program management.
  • 7-10+ years Project Management experience on large-scale IT Application Development contracts with a total contract value of at least $90M or more
  • Demonstrate integrity, respect, and a commitment to excellence, collaboration, agility, and diversity
  • Understand Lean, Agile, scrum, Kanban, or related concepts and tools for services delivery
  • Experience organizing, directing, and managing contract operation support functions involving multiple, complex, and interrelated project tasks
  • Experience coordinating multiple large agile software application development teams
  • Experience leading Platform as a Service (PaaS) and Software as a Service (SaaS) offerings such as ServiceNow, Salesforce, and/or MS365/SharePoint
  • Create program plans, schedules and agile roadmap describing the value-driven delivery schedule/development cadence that delivers new or enhanced capability.
  • Lead planning, development, delivery of a customized solution that implements an open API that provides a secure operating environment for efficient development and hosting of applications.
  • Build and lead a team to design, develop, deliver, operate and sustain software and hardware to meet phased customer delivery schedules.
  • Develop and implement a Development, Security, Operations (DevSecOps) environment capable of providing a secure pipeline for application developers.
  • Lead the team through formal reviews with the customer and stakeholders to ensure system requirements and designs are mature and that program planning and execution are on track.
  • Lead team in the delivery required hardware and software solutions on time and within budget.
  • Collaborate with prime contractors, team contractors, government civilians
  • Ensure high quality and timely production and delivery of all required plans, documents, and contract deliverables.
  • Experience working in an Agile team/framework
  • Familiarity with cloud-based systems, operating systems, databases, networking.
  • Experience in defining, developing, implementing Software Assurance solutions for Space Force, or Department of Defense systems and networks.
  • Experience working across space and ground segment organizations to coordinate and identify system requirements that ensure end-to-end mission performance requirements are met.
  • Active Top Secret clearance with SCI eligibility


Desired Qualifications:

  • Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Prior experience at a tech company
  • Ability to break down a product or feature into the technical teams and systems involved and their dependencies
  • Ability to be an influential member of a highly integrated team composed of both technical and non-technical members
  • PMP/Scrum Master/Release Train Engineering experience
  • Experience building processes, program management, and release schedules
  • Experience with DevOps principles and CI/CD pipelines
  • Experience in software development and familiar with Jira, Github, Jenkins, Kubernetes, Docker, MySQL, Python, Service Oriented Architectures, and AWS (preferred)
  • Ability to communicate to both technical and non-technical audiences
