Are you a multimodal transportation professional with a passion for transportation equity and community partnerships? Do you want to flip the script on how transportation projects are planned, prioritized, and implemented? Does your vision of a sustainable future demand the inclusion of diverse people and places? The Sacramento Area Council of Governments (SACOG) invites you to apply for the Associate Analyst opening on our Transportation Team! 

SACOG, in partnership with the non-profit Civic Thread, has kicked off its Mobility Zones program to co-create clean, shared, and active communities across the six-county region. This ambitious project embraces equity at every step, empowering community leaders to prioritize transportation projects for future discretionary funding. SACOG is also working with other regional transportation agencies to implement toll lanes in the Sacramento region, including through the recent creation of the Capital Area Regional Tolling Authority. A robust toll lane network is essential to meet the region?s greenhouse gas reduction target and increase transportation funding. SACOG is seeking qualified candidates to support the Mobility Zones and tolling programs 

The Associate Analyst will report to the Principal Transportation Planner, who oversees both the Mobility Zones and tolling programs. The position will engage a team of multidisciplinary, professional staff from across the agency and interact regularly with the public; community leaders; executive management; the SACOG board of directors; and staff from SACOG?s membership, partner government agencies and other organizations throughout the region.

Telework 

This position is hybrid; the selected candidate will be required to work in-person at least two days a week, attend monthly and quarterly in-person staff meetings, and be available for in-person community engagement as part of the Mobility Zones and tolling programs. The telework schedule may be revisited after the probationary period Employees are required to live within 200 miles of Sacramento so that they can attend in-person meetings.

EXAMPLES OF TYPICAL JOB FUNCTIONS
  • Make presentations to policy boards, including SACOG committees and board, as well as external partner agency boards/councils. 
  • Coordinate assigned projects, programs, and activities with other SACOG projects, programs and activities, as well as with member jurisdictions, external organizations, and the public.
  • Represent SACOG on external task forces, stakeholder teams, and other project-specific groups.
  • Participate in strategy related to grant opportunities internally and for external partners.

QUALIFICATIONS

The ideal candidate will demonstrate: 

  • Passion for transportation equity and community partnerships. 

  • Ease in uncertainty, including comfort forging new paths where there are no precedents.  

  • Ability to manage complex long-term projects with many stakeholders. 

  • Ability to collaborate with individuals from different disciplines with different areas of expertise. 

  • Strong organizational skills, including time management and the ability to manage competing priorities and deadlines. 

  • Experience writing competitive grant applications and managing state and federal grant funds. 

  • Experience procuring and managing consultants. 

  • Experience staffing boards, committees, or commissions, including the development of staff reports and oral presentations. 


Required Knowledge, Skills and Abilities:

  • Knowledge of the principles, practices, and current trends of multimodal transportation planning and climate change policy. 

  • Knowledge of inequities in transportation and the policies and practices that created them. 

  • Experience facilitating community or stakeholder engagement and communicating technical information to non-technical audiences. 

  • Experience working with subject matter experts in the field of sustainable transportation. 

  • Ability to prepare clear and concise written reports and oral presentations. 

  • Ability to establish and maintain effective internal and external working relationships. 


EDUCATION AND EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical, but not only, way to obtain the required qualifications would be:
 
Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, planning, political science, finance, management information systems, computer science, or a closely related field.
 
At least three (3) years of increasingly responsible experience performing administrative, planning, operational, management, or financial research and analysis in a field closely related to area of assignment or two (2) years of experience equivalent to an Analyst II at SACOG.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and to visit various meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
 
ENVIRONMENTAL ELEMENTS
This is primarily a sedentary classification and the employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. The employee interfaces with staff, management, other agency representatives, member jurisdictions, government officials, business representatives, and the general public in explaining SACOG policies and requesting and providing information.
