Job Summary

The Department of Building and Development is seeking a highly motivated and skilled individual to serve as Manager of the Department's Administrative Division. This position reports to the department Director and serves as a key advisor in matters related to budget and human relations. As a member of the Department's senior management team, the Administration Division Manager, is responsible for assisting with planning the short-term and long-term strategic direction of the Department and managing critical services related to department operations. This position is also responsible for day-to-day management of projects and staff in four program areas to include finance, human resources, technology, and records management. Daily responsibilities of the Administration Division Manager may include managing the Department's Tech Team to troubleshoot and resolve enterprise software issues, overseeing preparation of division budget, and working with the County's Department of Human Resources on recruiting efforts and employee relations issues. This position also coordinates with County Departments such as the Department of Finance and Procurement, the Office of Management and Budget, the Department of Information Technology, and others to keep vital Department functions running smoothly and provides leadership to ensure the department's goals are met.

The ideal candidate will possess outstanding communication skills, both verbal and written, excellent leadership and supervisory skills, provide great customer service and foster a team environment. The ideal candidate will have a working knowledge of local government operations, human resources regulations and best practices, governmental budgeting, and procurement principles. The candidate will have knowledge of information technology, payroll, employee benefits, and knowledge of federal, state, and county regulations and laws, such as the Family and Medical Leave Act (FMLA), the Fair Labor Standards Act (FLSA), and the Americans with Disabilities Act (ADA). Familiarity with other regulations such as the Freedom of Information Act (FOIA), the Health Insurance Portability and Accountability Act (HIPAA), and Payment Card Industry (PCI) compliance is preferred and the ability to ensure staff understand laws.

Hiring salary is commensurate with experience

Minimum Qualifications

Master's Degree in Business, Public Administration, Organizational Management, Human Resources, Information Technology, Public Relations, or department-related area and four (4) years of directly related, progressively responsible work experience including three (3) years in a supervisory or management role, preferably in a government setting, or equivalent combination of education and experience.

Preferred Qualifications include general knowledge of land development, work experience in a fast-paced customer facing organization, knowledge of public budgeting process, knowledge of public recruitment and progressive discipline processes, knowledge of Tyler Technologies' Enterprise Permitting and Licensing software and Oracle Enterprise Resource Planning software.
