Position Description:

The Vice President of Contracts manages and coordinates all activities involved in the administration of all contracts, subcontracts, and purchase orders in accordance with Federal Regulations, company policies and procedures, and appropriate standard business practices. Qualified candidates will have experience managing and assisting with contracts administration for a medium or large size research and product development focused organization, preferably supporting customized telecommunications technology.

Duties and Responsibilities:

  • Manage and assist in the administration of Other Transaction Agreements for non-traditional defense contractors and a variety of contracts to include Firm-Fixed Price (FFP), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Award-Fee (CPAF), Time-and-Materials (T&M), Indefinite Delivery - Indefinite Quantity (IDIQ), and negotiate Non-Disclosure Agreements (NDAs) and Teaming Agreements.
  • Oversee the Corporate Ethics and Compliance Program, functioning as an independent and objective body that reviews and evaluates ethics and compliance issues/concerns within the organization.
  • Ensure management and employees are in compliance with the rules and regulations of regulatory agencies, that company policies and procedures are being followed, and that behavior in the organization meets the company's Standards of Conduct.
  • Ensure employees receive training on and reinforcement of the company's ethics policy.
  • Manage and train contract administrators and purchasing agents, pursue informal resolution of disputes, and support review of new business opportunities and proposal development.
  • Support proposal efforts, patents and trademarks program, and export control program, serving as the Empowered Official.

Qualifications and Requirements:

  • U.S. citizenship
  • Current federal government security clearance or eligibility to obtain a clearance
  • Bachelor's degree in business administration or related field
  • ISO Awareness training
  • 15+ years of related experience in government contracting environments including at least five years of recent experience managing a contracts team
  • Demonstrated application and interpretation of the FAR/DFAR
  • Demonstrated expertise in the development, negotiation and administration of high-dollar, multi-year, complex contracts and subcontracts
  • Ability to review and propose alternative clauses and execute Teaming Agreements, Memorandums of Understanding, Non-Disclosure Agreements, Reseller Agreements, Professional Services Agreements and other corporate agreements
  • Strong leadership, analytical skills and interpersonal skills with the proven ability to lead a team to accomplish directed tasks and goals
  • Ability to communicate effectively with colleagues, direct reports, and customers
  • Strong writing and contract repository abilities along with a demonstrated proficiency to work with MS Office Suite and a variety of electronic systems (e.g., Salesforce and SharePoint).

Preferred Qualifications:

  • Master's or Juris Doctor degree is preferred
  • Certified Federal Contracts Manager certification is desired
