Summary:

The Manager of International Trade and Compliance will serve as a focal point for the company’s international trade and compliance activities for corporate and the business units, located within the U.S. and international locations, and the U.S. government. A particular focus is placed on the export licensing process to ensure license applications are in compliance with relevant laws, regulations, guidelines and policies and to resolve issues that arise in the review/approval process. This includes close coordination with business unit trade licensing professionals and the U.S. Department of State, U.S. Department of Commerce and U.S. Department of Defense.

 

Responsibilities:

  • Designated as Empowered Official pursuant to 22 CFR25 of the International Traffic in Arms Regulations (ITAR).
  • Provide clarification and guidance on relevant corporate policies.
  • Oversight of the administration and implementation of the corporate managed export licensing database, OCR EASE.
  • Evaluate and manage the review and submission of incoming business unit applications for export licenses, agreements, and other authorizations to ensure information is consistent with licensing requirements.
  • Act as a primary liaison between business units and relevant U.S. government agencies regarding submitted applications and resolve issues in the adjudication process.
  • Advise on international trade licensing and compliance to corporate and business unit groups, located at U.S. and international locations.
  • Advise the business units on effective licensing strategies related to commodity jurisdiction/product classification, technology transfers, business development efforts, program execution, and product fielding support.
  • Identify potential export policy or compliance issues and report them to the Staff Vice President for resolution.
  • Support initiatives for process improvements related to corporate trade compliance policy, program, and processes.
  • Stay abreast of developments concerning export/import laws, regulations and policies including changes involving the processing of licenses and agreements through the U.S. Government. Coordinate implementation of these changes with the business units.
  • Assist business units to ensure compliant license/agreement execution to include the submission of the necessary reports and records.
  • Provide training on licensing and compliance to the Corporation.
  • Support internal risk assessment and reporting efforts, including to senior management.
  • Participate in compliance audits of the business units.
  • Support Staff Vice President in development and execution of Corporate’s annual compliance conference.
  • Support and assist in document and record preparation including: procedural templates, training and communications resources and reports such as internal reports to senior management, Business Units and auditors, as well as reports to U.S. and non-U.S. Governments. • Performs other duties as assigned.

 

 

Education & Training Requirements:

  • Bachelor’s degree or equivalent years of experience required.
  • Demonstrated knowledge of the ITAR and EAR required.
  • Knowledge of FCPA, Bureau of Alcohol Tobacco, Firearms and Explosives, Customs, Census regulations desired.
  • Knowledge of Foreign Military Sales and government contracting a plus.
  • Law degree a plus.

 

Experience Requirements:

  • A minimum of six (6) years demonstrated experience in export/import compliance/licensing.
  • Experience using export U.S. government automation tools such as DECCS, ELISA, and SNAP-R.
  • Experience using OCR EASE required.
  • Experience in export/import licensing at the business unit/division and/or program level a plus.

 

Other Requirements:

  • Must have or be able to obtain U.S. security clearance.
  • Must have the ability to travel to U.S. and foreign locations.
  • Must possess excellent verbal and written communication skills and ability to communicate with senior executives across the Corporation.
  • Must be able to work independently with minimal supervision.
  • Ability to manage multiple projects and produce quality results under tight deadlines.
  • Must be fully COVID-19 vaccinated by start date unless medical or religious exceptions apply.
  • Must be willing to work in the CHQ office Monday through Friday during regular business hours.
