Job Summary

Under the supervision of the Director of Human Resources, the Compliance Officer has the primary responsibility for coordinating the College's compliance activities. The Compliance Officer is responsible for ensuring the institutions compliance with federal, state, and local laws, regulations, and policies in the areas including but not limited to Title IX, Title VII and Title VI, the Equal Educational Opportunity Act, the Americans with Disabilities Act (ADA), the Rehabilitation Act, and the U.S. Equal Employment Opportunity Commission (EEOC). This position is also responsible for facilitating reasonable accommodations for students with documented disabilities.

Responsibilities and Duties
Oversees all aspects of compliance related to federal and state non-discrimination laws, as well as College policy with a non-discrimination or anti-harassment component.
  • Serve as the Title IX Coordinator for the College.
    • Receive, review, and take appropriate action concerning reports of potential Title IX issues.
    • Responsible for ensuring the College conducts prompt and impartial investigations and fair hearings in accordance with Title IX and College policy.
    • Tracks and monitors incidents including discrimination and sexual misconduct.
    • Maintains all records concerning reports, complaints, grievance processes, supportive measures, sanctions, remedies, and training .
    • Ensures proper reporting of violations or potential violations to executive leadership as appropriate and/or required and establishes and provides direction and management of compliance issues.
    • Responsible for comprehensive investigation outcome letters/reports, including, as appropriate and if warranted, coordinate with Student Services or Human Resources for disciplinary action or sanctions.
    • Manages the College's efforts to bring awareness to and ensure compliance of faculty, staff, and students, through its policies, procedures, and practices, with the institution's legal obligations under Title IX.
    • Manages external and internal investigators, including selection and training of designated investigative staff; ensures investigators, adjudicators, and those involved with processing Title IX complaints are adequately trained in compliance with Title IX regulations.
    • Oversees and facilitates Title IX training for employees and students.
  • Serve as the Americans with Disability Act (ADA) coordinator for the institution
    • Provide guidance to the institution in physical renovations to meet ADA compliance.
    • Conduct intake appointments and serve as the liaison between students and faculty in developing reasonable accommodations for students with documented disabilities.
    • Develop accommodation plans and create accommodation letters for students and communicate with faculty/staff in a timely manner.
    • Supervise interpreters, proctors, readers and tutors required in any accommodations.
    • Facilitate ADA requests and the interactive process with employees to determine and implement reasonable accommodations.
  • Monitor and communicate federal, state, and local law and policy requirements and provide mandated training and awareness programming for employees and students.
  • Maintain accurate and complete records and files.
  • Attend necessary conferences and seminars to remain current in the field.
  • Represent Kilgore College through community involvement and activities.
  • Serve on various campus committees.
  • Other duties as assigned.

Qualifications and Skills
  • Master's Degree in Business, Human Resources, Education, Counseling or related field.
  • A Bachelor's Degree in a similar field with 5 or more years of experience in the field will be considered.
  • A minimum of three years' experience overseeing significant compliance programs and/or activities, preferably in a higher education setting.
  • Knowledge of compliance programs, laws, practices, and activities.
  • Must have an understanding of the various applicable issues, laws, practices and procedures related to the position.
  • Must have excellent interpersonal and communication skills, both written and verbal and exceptional attention to detail.
  • Must be organized, confidential, expedient, tactful, and even tempered.
  • Must be able to communicate well with a diverse student population and have the ability to build rapport with students, parents, faculty, and staff.
  • Must exhibit a strong commitment for innovations as demonstrated by the ability to be proactive, dynamic, forward-thinking, strategic and collaborative
  • Mastery knowledge of computer systems including word processing, spreadsheet and database applications
