This is a Non-Bargaining EXEMPT position. Based on a 40-hour work week with an annual salary range of $99,995-$124,993. This position will work at Public Works building located at 1749 3rd Ave S, Lake Worth, FL 33460.

Summary

The Assistant Public Works Director is for a professional and managerial level position. The primary responsibilities consist of Coordinating the City's day to day operational needs of the Department and overseeing the City’s Project Manager on assigned projects by Director. Inspects construction projects for compliance with approved plans and specifications, facilitates, advises and consults with the Department of Community Sustainability concerning permit applications, Site Plan Review, private development projects, Code Compliance, project estimation and design, and plays a key role in the City’s Emergency Management operations. Candidate will be responsible for review and administration of the City's construction programs for streets, sidewalks, ADA compliance, facilities, City boat ramps, public parks, Beach Casino property, and another public areas / City right-of-way. Candidate will directly oversee the following Divisions within the Public Works Department: Grounds/Cemetery Maintenance, Streets Maintenance, Facilities Maintenance, City Garage / Fleet Maintenance, and Solid Waste & Recycling. Candidate will work directly with other City Departments including Financial Services, Leisure Services, Water Utilities, Electric Utilities, Community Sustainability, City Clerk, and the City Manager’s Office. The candidate will have communication with the City Commission and may be required to attend specific Commission meetings on occasion. Duties are performed with considerable independence with performance being reviewed by the Director of Public Works. This position assists the Director of Public Works in the administration and operation of all facets of the Department.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

Ability to develop a comprehensive budget consisting of Operational expenditures, Capital expenditures, Position Control, and Goals and Objectives. Works with the Director, Office Manager, Project Manager and Divisional Supervisors to develop the overall budget to meet the Departmental objectives.

  • Ability to understand financial accounting principles and practices and apply them to perform periodic reviews on Divisional expenditures. Appropriate proper budgeting funds to achieve operational needs and meet approved budgets.
  • Confers with local authorities, civic leaders, traffic engineers, contractors, engineering firms/consultants, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community public uses, for including future development and redevelopment of City facilities, parks, and public right-of-way.
  • Recommends governmental measures affecting land use, public utilities, community facilities, and housing and transportation to control and guide community development and renewal.
  • Reviews and evaluates environmental impact reports applying to specified private and public planning projects and programs. High degree of cartographic ability, including PC use & plotting. Intermediate knowledge with GIS systems, CADD, Microsoft Outlook, Excel, Word, and PowerPoint.
  • Establish an environment of employee growth and development by counseling and mentoring employees; evaluating individual and work group job performance; establishing and communicating performance standards; ensuring compliance with City of Lake Worth Beach policies and procedures.
  • Administers contracts with respect to Change Orders and payments per engineering document appropriate sections. Oversees all design work. Inspects and prepares improvement programs as part of an overall Capital Improvement Program.
  • Assists and advises co-workers in the engineering aspects of the maintenance and repair of all City properties. Plans, assigns, directs and supervises the work of subordinate employees within Public Works or other departments as directed.
  • Prepares, plans and contract documents for improvements projects, to be completed by contract or in-house personnel. Communicates with the public both orally and in writing. Prepares reports to City Commission when appropriate.
  • Supervises and participates in the preparation of special engineering studies. Reviews site plans in regard to, street designs, solid waste collections, etc. Analyzes reports, maps, drawings, blueprints, tests and aerial photographs on City projects, redevelopment, roadway, land and design projects.
  • Calculates cost and determines feasibility of projects based on analysis of collected data.
  • Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies and designs for projects. Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, construction and safety standards.
  • Plans, organizes and directs the maintenance of streets, parks, rights of way, facilities and related structures.
  • Assists in the preparation of Agenda Items to the City Commission.
  • Ability to respond to common inquiries and complaints from customers, regulatory agencies or members of the business community.
  • Occasionally attends public meetings and coordinates with civic and professional groups and other governmental agencies in the promotion, planning and development.
  • Writes performance evaluations, oversees counseling and disciplinary actions, handles employee complaints and grievances, and recommends the hiring, termination and promotion of staff.
  • Administers the preparation of payroll, attendance and disciplinary records. Maintains records of activities and makes reports as necessary. Prepares, justifies and administers the annual budget.
  • Oversees the ordering of necessary equipment, materials, supplies and chemicals within budgetary guidelines.

Supervisory Responsibilities

Supervises the work load of subordinate employees with Public Works or other departments as directed. Plans, organizes and supervises the work of professional and technical personnel. Makes supervisory tours to determine safety and adequacy of maintenance to meet developed standards. Ability to plan and supervise the work of subordinates.

  • Ability to report orally or in writing on research performed and relay findings in simple language.
  • Ability to effectively present information to top management, public groups and/or the City Commission.
  • Ability to respond effectively to common inquiries or complaints from customers, regulatory agencies or members of the business community.
  • Ability to communicate both orally and in writing and work with various department heads and management. Have a thorough knowledge of, project management, engineering principles and practices that applies in the planning, development, construction and maintenance within the City.
  • Ability to establish and maintain effective working relationships with associates, superiors, subordinates and the general public.
  • Ability to prepare and monitor budgets.

Education and/or Experience

Masters or Bachelor’s degree from an accredited four-year college or university, major in Civil Engineering, Urban Planning, Community Development or Construction Management is preferred. Five (5) years experience in Public Works with 4 (four) years experience in supervisory capacity.

Language Skills For Assistant Public Services Director

Ability to read, write and speak English; bilingual helpful.

Certificates, Licenses, Registrations

Valid State of Florida Driver's License, must acquire NIMS (National Incident Management System) certifications upon employment
