Definition:  As a part of the ATCAA team, the Housing Facilities Maintenance Technician plays an essential role in ATCAA as a whole.  Under the supervision of the ATCAA  Amador Housing Director/Deputy Housing Director Tuolumne, and the General Contractor, the Facilities Maintenance Technician will maintain the following ATCAA’s residential facilities located in Amador and Tuolumne Counties: transitional/low income housing, emergency shelters, veterans supportive housing, and new projects as needed. This position performs required planned and corrective repairs and maintenance to the buildings. Position entails detailed tasks that require technical knowledge and skill to comply with Housing and Urban Development (HUD) guidelines. Technician operation hours are typically Monday through Friday, 9:00am – 4:30pm, however must be able to adapt to a flexible work schedule and must respond to emergencies for immediate repairs for the safely of tenants and property. This position includes doing repair and maintenance as well as minor plumbing, landscaping, weed eating, painting and other routine maintenance responsibilities.  The Housing Facilities Maintenance Technician will be responsible for accurate, clear, and timely documentation on work performed. The issues of health and safety are extremely important; this position requires experience and knowledge of how to maintain a residential facility. Must be able to perform all upkeep duties and prepare property for Housing Quality Inspections.

Supervisor:   ATCAA Housing Director/Deputy Housing Director Tuolumne & General Contractor as applicable

Job Duties and Responsibilities Related to This Position:

  • Schedule and perform routine maintenance in an efficient manner that meets applicable contract resources, estimate time and materials needed, complete work efficiently and in a timely fashion;
  • Travel between Counties of Amador and Tuolumne to perform necessary upkeep, maintenance, and emergency repairs as needed.
  • Be able to complete general construction and maintenance on entire facility including but not limited to:
    • Inspection of electrical hazards, ceiling, walls,  general living spaces, security alarms, tub, shower fixtures, ventilation systems;
    • Illuminations of property, smoke detectors, exterior of building, roof, gutters, stairs, adequacy of heating equipment, water heaters, sewer connections;
    • Regular general health and safety  inspections and maintenance to include: Access to units, evidence of infestation, elevators, air quality, general outside structure/grounds maintenance;
  • Assist and maintain/prepare all units and facility regarding annual HUD Inspections;
  • Inspect building, equipment, appliances, and fixtures to identify building maintenance;
  • Maintain grounds, general landscaping around facility / must remain hazard-free, safe and attractive (lawn mowing, weeding, trash and debris hauled off site, etc.);
  • Respond to emergencies for repairs for the safety of the tenants and property, including weekends and after hours, when needed;
  • Trouble shoot, diagnose and adjust electronic and mechanical controls related to air conditioners, refrigerators, heaters, ranges, exhaust fans and other electrical equipment;
  • Use and organize assigned tools and materials efficiently without waste;
  • Provide supervisor with accurate and complete individual job documentation of Labor and materials costs including materials inventory and property control used in any labor completed;
  • Assure confidentiality of all tenants;
  • Professionally interact with tenants to resolve maintenance issues;
  • Travel to new additional projects and properties as assigned in Amador and Tuolumne Counties;
  • Meet quarterly, at a minimum, with ATCAA Weatherization Supervisor to discuss task list/ prioritize upcoming duties/review checklist for completion.

Minimum Qualifications:

  • Meet the following program requirements necessary for this position: Possess a continuously valid California driver’s license and acceptable driving record; the ability to pass a background check including fingerprint clearance;
  • Construction or building related experience that includes rough/finish carpentry, as well as basic knowledge of plumbing and electrical repairs;
  • Experience operating a variety of mechanical tools and equipment such as power saws, drills, paint sprayers, plumbing equipment, ladders, blowers, mowers, hand and power tools;
  • Ability to identify the facilities equipment and systems that require preventative maintenance;
  • Ability to perform duties, and adapt to flexible work hours as needed;
  • General understanding of HUD quality inspections of housing facilitates;
  • Ability to maintain accurate job records and files;
  • Possess effective verbal and written communication skills;
  • Ability to schedule additional repairs to facility if necessary and oversee outside Contractors performance;
  • Ability to lift up to 50 pounds.

Desired Qualifications:

  • Ability and experience in providing minor electrical and plumbing repairs;
  • Landscaping experience;
  • Previous maintenance and repair experience;
  • General Knowledge of quality inspections related to HUD and residential facility projects.

Physical Requirements:

Frequent (3 – 6 hours): Walking and standing.  Repetitive use of both hands is also required in this position: simple grasping, power grasping, fine manipulation.

Occasional (up to 3 hours): Sitting, bending of the neck and waist, squatting, climbing, kneeling, crawling, and twisting of the neck and waist.  Occasional, repetitive use of both hands is also required in this position: Pushing/pulling, and reaching above or below shoulder level. Occasional use of a 6’ – 24’ extension ladder.

The position requires working in an inside and outside environment, as weather permits, with exposure to extremes in temperature, humidity or wetness, and may also require walking on a variety of grades and surfaces (uneven ground).  This position may also require travel to various locations for agency meetings and events.

The position also requires that employer provided personal protective equipment always be worn and all safety requirements are complied with daily.

Lifting and Carrying Requirements: Frequently (3 – 6 hours): lifting/carrying up to 10 lbs.  Occasionally (up to 3 hours) lifting/carrying up to 50 lbs.
