Job Title: Joint Policy Analyst – Journeyman

Location: NGB Offices and/or Pentagon – Arlington VA

Clearance: Candidate must have an Active Secret and the ability to obtain TS/SCI

Inalab Consulting is recruiting a Joint Policy Analyst - Journeyman to support their potential contact providing Strategic Planning and Policy Analysis (SPPA) Services for the Policy and Strategy Division (NGB-J52) and the Strategic Assessments, Futures, and Initiatives Division (NGB-J59) of the National Guard Bureau (NGB). The Joint Policy Analyst - Journeyman will

work independently and in groups to research, develop products, review draft strategies and policies, prepare and coordinate staff actions, facilitate working groups, and collect and analyze data. Journeyman Analysts are Action Officers for most staff actions assigned to J52/J59 and perform bulk of the requirements work.

Responsibilities

  • Provide analysis and recommendations regarding JSPS documents' impact on NG and Joint Force missions.
  • Serve as NGB-J5 Action Officer on requirements requiring strategic analysis.
  • Prepare and coordinate NGB inputs to Joint Staff's Annual Joint and NG Comprehensive Assessment.
  • Analytical tools: Maintain developed data analytic tools and propose ideas for development of two additional analytical tools supporting policy review and analysis, to include techniques, processes, procedures, checklists, spreadsheets, Gantt type charts or other common operating picture visualizing tools to show project schedule and critical path requirements. Software to build the tools resides within the Government suite of Microsoft SharePoint and A 365 tools used at NGB to include Power BI and Power Apps.
  • Policy Review: Conduct research, provide analysis, and recommend input in accordance with mandatory references for the following:
    • DoD issuances: Provide recommendations as input in accordance with references in TABLE 1 - Policy, for all issuances requiring J5 input. Provide the deliverables required upon request. Twenty-two (22) DoD Issuances are typically staffed to NG-J52 monthly, requiring a coordinated staff response within 3-7 days.
    • Issuances: Provide policy recommendations in accordance with references TABLE 1 - Policy, for all CNGB issuances upon request. Provide the deliverables required upon request. Fourteen (14) CNGB Issuances are typically staffed to NG-J52 monthly, requiring a coordinated staff response within 7-10 days.
    • Chairman of the Joint Chiefs of Staff (CJCS) Issuances: Provide recommendations as input in accordance with references in Paragraph TABLE 1 - Policy, for all CJCS issuances upon request. Provide the deliverables required upon request. Two (2) CJCS Issuances are typically staffed to NG-J52 monthly, requiring a coordinated staff response within 3 -7 days.
    • Other Issuances: Provide recommendations in accordance with mandatory references in Paragraph 6.0 for other issuances, if requested. Examples include Service (Army and Air Force), Combatant Command, and Defense Agency issuances that describe CNGB or NGB authorities and responsibilities, or other National Guard equities for NGB-J5 policy review. Provide the deliverables required upon request. Seven (7) Other Issuances are typically staffed to NG-J52 monthly, requiring quick staff turns of 1 to 4 days.
  • Assist in Policy Development. Attend policy development working group meetings of other NGB organizations expertise as requested. Support is typically requested four (4) times a year. Subject matter expertise can involve hours or days of interaction to ensure staff policy products are properly formatted and coordinated.
  • CNGB Issuances program. Facilitate NGB-J5 implementation of all CNGB issuances pertaining to NGSPS, and CNGB responsibilities, to include drafting NGB-J52 internal proposed processes and procedures and obtaining Government approval.
  • State Defense Forces. Assist J52 in leading the revision and staffing of CNGB Instruction 5500.01 (NG Interaction with State Defense Forces).
  • Task Management. Develop and maintain proficiency in using ETMS2, or other electronic staff management systems NGB may choose to employ. Input taskers as directed (e.g., for NGSPS documents) and draft responses to tasks in TMT. For the latter, monitor TMT for new tasks, conducting analysis and obtaining Government approval prior to taking action on non-routine NGB-J52 tasks (those not related to strategic documents or issuances described in this PWS or other strategic or policy issues). When initiating a TMT task or when NGB-J52 or NGB J-59 is NGB OPR for a TMT, personnel shall prepare an NGB-J5 staff summary sheet (SSS) with appropriate references and tabs, incorporate branch, division, and NGB-J5 edits as appropriate, obtain final approval from the proper tasking authority, and disseminate the task through the TMT website. On a daily basis, monitor task(s) progress in TMT, answer workflow manager and POC questions, consolidate all comments, and propose potential solutions to each of the inputs provided; follow up on any unclear or partially acceptable proposals for clarification or refinement, confirm validity of proposed changes with other POCs when required, coordinate between POCs that have provided conflicting comments, and obtain branch chief approval of solutions. This task applies to all TMT tasks regardless of document.
  • Staffing packet. Produce staffing packets and completed the following tasks to route through the AO, O6, GO levels: Develops staffing packet for formal coordination, reviews through appropriate level of NGB-J5 leadership (depending on coordination level), obtains and incorporates edits, and obtains final approval and required signatures. For O6 and above coordination, prepare a routing sheet provided by the Government.

Required Skills and Capabilities:

  • Demonstrated professional oral, written, and analytic skills (required)
  • Ability to use Microsoft Office Suite to develop professional products

Educational and / or Experience level:

  • Bachelor’s degree (required), Master’s degree in relevant field of study (preferred)
  • 3-10 years’ Military, Civilian, or contractor experience in the Army, Air Force, National Guard, or other military service (required)
  • Successful experience in: (1) researching and developing analysis of or inputs to joint strategy or policy through info papers, reports, briefings; (2) supporting and briefing senior military and civilian officials (required)
  • Experience in or working with the National Guard (preferred)
  • Familiarity with: (1) roles and missions of the National Guard in the homeland and in support of overseas operations, including duty statuses (State Active Duty; Title 32; Title 10); (2) structure and functions of joint staff; (3) core documents pertinent to the National Guard or J5 functions, e.g., Department of Defense Directive 5105.77 “National Guard Bureau”; Joint Strategic Planning System documents (preferred)
