Job Summary

Loudoun County is seeking a project manager to fill a temporary position. This position will work 20 hours per week. The duration of the project is expected to last no more than two years. This position is eligible for hybrid work, which requires onsite work and offers some regular telework.

This position will be focused on managing a single project: the Douglass High School Documentary. As project manager, this position will:

* Manage relationships with a broad range of internal and external stakeholders, including the Douglass High School alumni and members of existing stakeholder committees, who have a role in informing the documentary project.
* Collaborate with senior staff, elected and appointed officials, contractors/consultants, and community stakeholders to define video project requirements and scope.
* Schedule and facilitate meetings of staff, vendors and community members as needed.
* Manage finance and procurement tasks, including, but not limited to, the development of scopes of work, RFP and RFQ processes, and participation in evaluation groups that involves the review of bids/proposals and recommending contractors for hire in accordance with county policies.
* Manage any contracts that are awarded and facilitate the payment of invoices.
* Oversee the work of vendors, including the scheduling of interviews, enabling access to county facilities, collaborating with historians and archivists, attending video sessions, etc.
* Manage complex operations associated with the production of the documentary in order to achieve the project goals.
* Manage consultants, contractors, and vendors in meeting deliverables on time and within budget.
* Conduct research and provide appropriate analysis and reporting.
* Manage the documentary project in accordance with standard project management principles, e.g., setting clear objectives, creating plans, organizing and management resources, assessing risk, and monitoring progress to ensure milestones are reached in a timely manner.

Once completed, this position also may support the publishing and marketing of the documentary.

The ideal candidate will have:
* Demonstrated knowledge of United States history and African American history.
* Familiarity with archival and digital resources.
* Knowledge of administrative, planning and coordination logistics for projects and programs.
* Experience in working with diverse stakeholders, partners, and vendors.
* Knowledge of video production processes.
* Proficiency in Microsoft Office applications.
* Excellent writing, communications, and presentation skills.

Hiring salary is commensurate with experience.

Minimum Qualifications

Minimum Qualifications:
Requires a combination of education and experience equivalent to at least 9 years in communications, video production, journalism, public history, or a related field.

Preferred Qualifications:
* Previous experience in news or documentary production.
