About this job

Job Objective: Provide overall administration for the two Booth Manors in the Kansas City area. Provide oversight to Booth Manor Tenant, Service and Program activities. Complete all required HUD documentation with Booth Manor tenants in accordance with Section 8/202 contracts.

Essential Functions:

Administrative Responsibilities

  • Manage and ensure compliance with all housing contracts
  • Manage all personnel matters
  • Ensure timely submission of required program reporting

Financial Responsibilities

  • Manage program budgets
  • Ensure timely processing of all program payables and receivables
  • Ensure maintenance of established occupancy levels

Property Management Responsibilities

  • Plan, budget, schedule, and supervise facility modifications
  • Prepare property proposals for presentation to the appropriate board
  • Review and make recommendations on all property contracts, leases, and
  • Report all property losses and supervise building repairs on insured property claims
  • Review and revise annual maintenance schedules and ensure compliance
  • Negotiate and oversee service contracts for Booth Manor properties and equipment
  • Coordinate and oversee all work being conducted on site by outside contractors

Tenant Management Responsibilities

  • Prepare voucher assistance payment for each month for Booth Manor-Grandview and Booth Manor-Kansas City, Kansas and send via electronic filing
  • Ensure compliance with all tenant-related regulations and requirements
  • Ensure program recertification

Risk Management

  • Provide leadership in post-incident reviews and responses
  • Respond to/review complaints, grievances, rights/ethics violations, and document findings

Supervision Responsibilities

  • Supervise and work closely with the Property Manager, Service Coordinator, maintenance and other staff
  • Recruit, interview, submit employment requests, and submit transfers and termination requests for approval
  • Complete performance consultations
  • Monitor compliance with protocols for orientation, work hours, overtime, performance consultations, supervision, training, and disciplinary action
  • Monitor accuracy of payroll

Minimum Qualifications:

Education: Bachelor's degree in Business, Administration, or Human Services; must obtain certification from a HUD recognized agency as a Certified Occupancy Specialist within 90 days of employment

Experience: Minimum 2 years' supervisory experience and background working with HUD or government grant reporting procedures required; experience preparing financial reports; experience working with diverse populations

Supervisory Responsibility: Direct supervision of Booth Manor Property Manager, Booth Manor Service Coordinator, Booth Manor Maintenance and other Staff.

Physical Requirements: Include sitting, walking, standing, bending, squatting, climbing, kneeling, and twisting; lifting, grabbing, pushing, and pulling objects up to 25 pounds. Reasonable accommodation may be made to enable individuals to perform the essential functions of this job.

Travel: Travel 10% of the time; most travel is local and accomplished in one day with occasional overnights for out of town training.

Driving: Driving is required. Must have a valid driver's license from the state in which you reside, a private vehicle, maintain insurance, meet and maintain "qualified driver" status. Must be approved through The Salvation Army Fleet Safety Program to drive either a Salvation Army or personal vehicle on Salvation Army business.

Working Conditions: Work is performed in a typical office environment; may require some weekend and evening work
