Project background
The Accelerator will facilitate in 2024. The Case Competition is an opportunity for USAID staff and partners working on health system strengthening (HSS) activities to showcase the work they are doing and the impact that their activities are having on health systems and health outcomes. Using real-life examples, the Case Competition will allow us to learn what does and does not work when implementing, institutionalizing, and scaling up health system programs and approaches. These case submissions will help inform USAID and its partners' ongoing work and contribute to learning syntheses and dissemination under the USAID HSS Learning Agenda to strengthen the global HSS evidence base.
Themes for the Third Annual USAID HSS Case competition include:
- Theme 1: Describe a case of an impactful HSS practice was successfully institutionalized and/or implemented at scale.
- Theme2: Describe an example of how a specific measurement tool, approach, and/or data source was used for effective HSS monitoring and evaluation.
- Theme3: Describe an effective approach to enabling whole-of-society participation and leadership in developing locally-led solutions to improve health system performance and health outcomes.

Scope of Work
The Accelerator seeks an expert in HSS to review Accelerator HSS Case Competition applications and serve as a judge on the selection panel. The expert will use their expertise to evaluate the strength of applications based on the conceptualization, implementation, outcomes, country-based leadership, and adaptability of the featured activity (see scoring rubric here). The judge will perform a non-biased review of assigned applications.
Judges should demonstrate extensive expertise in health system strengthening, with significant experience in at least one of the three themes of the case competition. Judges based in low/middle-income countries (LMICs) are preferred.

Activities and expected deliverables

  • Participate in evaluation panel sessions

Anticipated Deliverables (to be confirmed)
  • Review approximately 20 applications to case competition
  • Complete evaluation form scoring applications in accordance with R4D selection criteria
  • Submit initial evaluation forms to R4D within one week of the end of the competition (June 12 TBC)
  • Participate in a final judge's meeting to select finalists to send to USAID for final selection of the winners

Timeline and Level of Effort
  • The judge is expected to support about 5.5 days between April 2024 and June 2024. The judge will work closely with an R4D team that includes a Senior Program Director and Program Officer.
