Join the Park Authority and our nationally recognized team of professionals! The Fairfax County Park Authority (FCPA) is seeking a Construction/Maintenance Project Manager, to be a part of one of the most highly regarded park systems in the country. With over 425 parks and 23,000 acres of parkland including RECenters, nature centers, historic sites, golf courses, lakefront parks, and more, FCPA is an exciting organization to be a part of and there are many opportunities for staff to make a difference at every level. Under General Supervision of the Branch Manager, the selected candidate will receive and handle land management projects from conception through acquisition and construction closeout. The position performs engineering and project management work related to the land management of Park Authority owned property.

Duties include reviewing land rights requests on a daily basis, writing permits, licenses, easement documents, agreements, and conditions for contract documents. Candidate must be able to perform technical review, determine and write applicable real estate documents, and write routine correspondence. Candidate will be expected to attend meetings and perform site inspections for projects taking place on parkland when the applicants are major utility companies, developers, other county agencies, state, and federal agencies. Candidate will also perform site visits on Park Authority owned facilities, assesses facility or maintenance needs, write rental property leases, and coordinate with tenants. Familiarity with Fairfax County and/or local government processes and procurement procedures is preferred. Works as part of one of the most highly regarded park systems. Must excel at working collaboratively with others and contributing and leading in a team environment. Must be able to work in a fast-paced environment. Must be adept at both permit processing/administration and construction management/inspection.

Required Knowledge Skills and Abilities

  • Knowledge of topographic and construction surveying;
  • Knowledge of common methods and equipment used in building, maintenance and facility construction and of inspection methods used in reviewing such work;
  • Knowledge of real property descriptions;
  • Knowledge of the Public Facilities Manual, the Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction and land disturbing activities in Fairfax County;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Fairfax County Purchasing Resolution and agency-specific A/E contracting requirements;
  • Ability to negotiate contracts and amendments;
  • Ability to enforce contractual specifications;
  • Ability to plan, monitor, direct and coordinate the work of a multi-disciplinary team(s) and/or subordinates;
  • Ability to review construction documents and proposals for cost evaluation and compatibility with County standards, guides and operational needs;
  • Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel;
  • Ability to prepare technical reports and to present findings in a clear and concise format;
  • Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups;
  • Ability to coordinate, conduct and facilitate meetings with public groups, citizens and other project stakeholders;
  • Ability to use a computer for word processing, preparation of spreadsheets, e-mail, and presentation materials.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; Plus, five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors.

PREFERRED QUALIFICATIONS:

  • Four or more years of demonstrated ability in the field of land management.
  • Six plus years of progressively responsible experience in engineering and/or administration of real estate documents.
  • Knowledge of Fairfax County Zoning Ordinance and Virginia Department of Transportation code preferred.
  • Possession of a valid Certified Construction Manager (CCM) certification is preferred.
  • Must be able to shift priorities quickly and work through unknowns while remaining on task with minimum supervision.
  • Ability to perform in-depth research for unknowns and reach a cohesive conclusion within a given timeline.
  • Must excel at working collaboratively with others and contributing and leading in a team environment.
