Job Announcement

This is a new and exciting opportunity working as one of two Behavioral Health (BH) Nurse Managers for the Fairfax-Falls Church Community Service Board (CSB).

The BH Nurse Manager, under the supervision of the Director of Nursing, provides leadership and oversight of the Outpatient CSB Nursing Programs and supervises the nursing supervisors. This includes providing direction for planning, implementation, innovations, and evaluation of identified outcomes. Also assists the Director of Nursing in outreach, recruitment and retention of all nursing positions and staff. Additionally, assists the Director of Nursing with implementing and monitoring the nursing scope of practice and evidence-based practices and treatments, as well as overseeing the day-to-day functions to promote care that is centered around the individuals we serve. This position will directly be involved in hiring, orientation, onboarding, education, scope of practice, and disciplinary actions. Duties here include administrative (weekly time approval, performance evaluations, employee development) and clinical management (nursing supervision), of those BHN Supervisors. Provides ongoing nursing leadership, and as a resource for case management to nursing supervisors.

Location: Primary location for this position will be Sharon Bulova Community Health Center (formally Merrifield Center) 8221 Willow Oaks Corporate Drive, Fairfax.

  • Supervises day-to-day program operations;
  • Provides clinical management and senior clinical direction to the program and staff;
  • Establishes procedures for intake and assessment, service delivery, case management, record keeping, and the handling of clinical correspondence;
  • Leads clinical team meetings; Provides guidance and advises staff and clinical supervisors on difficult and complex cases, and provides policy guidance and interpretation;
  • Evaluates program to ensure effective and efficient service delivery and develops plans to address identified gaps in services;
  • Ensures that programs meet all agency, state performance goals and objectives, as well as compliance with all applicable licensing requirements, funding mandates, standards, and regulations;
  • Ensures that all programs are in compliance with documentation standards;
  • Ensures health and safety of all clients and staff, while following all federal, state, and local regulations and licensing requirements;
  • Prepares and/or supervises preparation of reports as needed;
  • Develops and implements new service initiatives and/or revises existing services;
  • Manages program budget including revenues and expenditures;
  • Examines and evaluates individual aspects of cases for program appropriateness;
  • Establishes and participates in case-oriented consultative and educative planning with community agencies, groups and schools;
  • Provides input to CSB Service Director on service policies and procedures and assists in program development;
  • Serves on committees formulating and implementing procedures for the provision of services from multiple service areas and/or human service agencies;
  • Represents program/ agency at meetings and activities with citizen groups and community agencies;
  • Participates in senior management team and committees;
  • Resolves complaints and human rights allegations;
  • Responds to reports of adverse incidents or emergency situations, and informs appropriate management personnel of action taken;
  • Ensures proper maintenance, safety and security of facilities;
  • Participates in planning, implementing and evaluating behavioral health contract services;
  • Participates in writing and developing grants.
Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education and experience and training equivalent to the following:

Graduation from an accredited college or university with a master's degree in psychology, social work, or a related field, plus five years of related professional experience, of which two, years must have been in a supervisory role.

CERTIFICATES AND LICENSES REQUIRED:
Licensed as a Nurse Practitioner, Registered Nurse, or Clinical Nurse Specialist in Commonwealth of Virginia or with compact/multistate privilege.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.
  • Additional Work Schedule Requirements: Days, evenings, weekends, nights, holidays may be required
  • This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:
  • Master's degree in nursing.
  • 2 or more years of nursing, clinical and supervisory/management experience.
  • Experience working as a nurse in a community setting, health care facility, hospital, or nursing home.
  • Experience working as a case manager.
  • Experience working with individuals diagnosed with substance use, behavioral health, or co-occurring disorders.

Ability to communicate effectively and listen to colleagues. Ability to travel to staff work locations throughout Fairfax County. All duties performed with or without reasonable accommodations.
