OVERVIEW OF ROLE:

Position is responsible to strategically plan, direct, coordinate, and oversee all Information Technology (IT) functions within a mid-size electric utility organization to include network management, business software applications, data management and cyber security. Lead a team of IT staff and contract services personnel managing the overall technology infrastructure with a strong emphasis on cyber security measures, implementing and sustaining critical IT systems, and exploring innovative technologies for process and system enhancement. Possess a strong technical background and the ability to effectively manage and motivate teams. Key responsibilities include the development of an overall IT and OT strategy and implementation of IT and OT policies and systems aligned with organizational objectives of key business lines. Possess strong interpersonal and collaboration skills to make IT a valued partner with core business lines. This position reports to the CEO and has approximately 3 direct reports and a total staff/contract team of approximately 25.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other related duties may be assigned. For this job, PROFESSIONAL RELATIONS should be maintained for effective coordination and communication.

IT System Management

  • Creates, implements, and maintains IT policies, protocols, and standards.

  • Creates and implements audits to ensure the IT personnel and the organization follow the IT policies. Communicate the audit results to the executives. Create and coordinate plans to overcome the issues identified in the audit.

  • Works with upper management (all business lines) and senior IT staff to develop the IT department budget.

  • Works with business lines to create and manage service level agreements on critical business deliverables including measures of success and financial implications.

  • Ensures that IT department strategies and processes provide appropriate support to company-wide goals. Communicate with other executives regarding new IT project costs, value, and risk potential.

  • Oversees contract negotiations with IT vendors, contractors, and service providers.

  • Responsible for oversight, administration, and technical compliance by IT contractor(s) as the technical compliance officer.

  • Perform position responsibilities to NOVEC policies and procedures and VOSHA safety regulations.

  • Knowledge of standard NIST Cybersecurity Framework, ITIL, COBIT, C2M2, CISM, etc., is desired. Experience in the utility industry is preferred.

  • The ability to manage a contract worth five million and above is preferred. The ability to mentor and direct 20 to 25 highly educated and skilled workforces are required.

Cyber Security

  • Creates and implements a cyber incident response plan for both OT and IT networks. Conducts appropriate tabletop exercises for the incident response plan activities and makes necessary changes to the cyber incident response plan.

  • Creates and maintains relationships with industry, state and federal partners to ensure compliance, share risks and collaborate on best practices.

  • Creates, maintains, and implements various strategies and plans to prevent ransomware and other cyber-attacks on the organization.

  • Works with companies' insurance teams to minimize the annual cyber insurance costs for the company.

  • Keeps abreast of developing security threats and helps the executives understand potential security problems.

  • Ensure IT and network infrastructure is secure. Participate in planning, negotiating, buying, and rolling out security hardware and software in the organization's best interest. Ensures that only authorized people have access to restricted data and systems.

  • Keeps ahead of organization security needs by implementing programs or projects that mitigate risks and regulate system patches.

  • Ability to work with IT professionals to determine what went wrong in a breach, deal with those responsible, and plan to avoid repeats of the same crisis.

  • Creates, implements, and maintains cyber security training and tracking for all the employees in the organization. Ensure that IT policies are followed throughout the organization through various audits. Makes sure internal staff does not misuse or steal data.

  • Plans, develop, establishes, and leads NOVEC IT and OT (SCADA, ICS, Substations, etc.) in implementing and ongoing oversight of the NOVEC cyber security program. Lead and oversee "best practices" procedures, policies, standards, and methods for Cyber Security Program in NOVEC IT and OT (SCADA Systems), including Cyber Security Audit procedures, checklist, and metrics.

Project and Program Management

  • Provides leadership and integration of standardized project management policies, standards, methodologies, processes, procedures, and best practices for developing and delivering assigned IT projects. Responsible for assisting project teams in defining project scope and activities, establishing project plans, and initiating, planning, executing, controlling, and closing out their project according to established project management policies and procedures.

  • Evaluates emerging trends and technologies to create long-range strategic plans for the computing environment. Solicits divisions to identify areas of opportunity for IT to streamline business processes. Evaluates and leads the selection of software and infrastructure to meet the needs of the business, ensuring compatibility, connectivity, and the use of standard and supportable technology.

  • Ensures coordination across the cross-functional project team to develop and implement software solutions and develop software QA and production support.

  • Ensures process management by identifying, reviewing, testing, and documenting software procedures, including routine and non-routine processing, reporting, and initial and ongoing process changes.

  • Responsible for delivering results within budget and deadlines to ensure project delivery consistent with the goals of the cross-functional project team.

  • Leads the IT strategic planning process, annual budget, project planning cycle, and project status reporting.

  • Plans, develops, establishes, and leads NOVEC Change Control Board policies and procedures.


EDUCATION AND EXPERIENCE:

  • Bachelor's degree in Computer Science, Information Technology, or Business Administration required. Preference will be shown to candidates with an MBA or other advanced degree.

  • Secret (or higher) federal security clearance for the purpose of assessing and mitigating cyber security threats.

  • Five or more years of experience with Azure, Active Directory and Office365 services.

  • Certifications and registration in various appropriate systems administration, project management and network operations.

  • Five or more years of experience in security operations, administration, networks, IT operations, and maintenance in on-premises and cloud environments.

  • Minimum of 10 years of management experience in information systems, information technology, with at least 5 direct reports.

  • Minimum of 5 years director level experience with creating IT strategies and budget management responsibility.

  • Preference for candidates with NERC CIP experience.

  • Preference for candidates with SCADA, surveillance and metering operating technologies (OT) experience.

  • Demonstrated ability to apply working knowledge of and operate a personal computer and related software systems, including but not limited to MS Office, business intelligence report tools and network surveillance tools.

  • Demonstrated ability to anticipate and meet rapidly changing customer and business needs while motivating team members by focusing on the highest priority objectives.

  • Demonstrated ability to communicate effectively and efficiently with all levels of staff and the public, both orally and in writing, while maintaining professionalism under all circumstances.

  • Sound problem resolution, judgment, and decision-making skills.

  • Demonstrated knowledge of contract administration and current IT technologies that applies to the company.

  • Demonstrated ability to work collectively and collaboratively with core business lines to present IT as an enabler to productive and effective business processes.

  • Demonstrated ability to produce results in a data-intensive environment. Demonstrated ability to quickly learn and understand information systems requirements to deliver results.

  • Demonstrated ability to manage and maintain the integrity of sensitive material and confidential business data.

  • Demonstrated organizational and analytical skills and abilities.

  • Perform job responsibilities in a timely and accurate manner within established guidelines under minimal supervision while providing superior customer service.
