POSITION DESCRIPTION SUMMARY

KKCS seeks a construction management field professional experienced in critical environment facilities for a full-time opportunity in Los Angeles, CA. The Night Shift Area Resident Manager (Sr. Logistics Communications Manager) will report to the Principal Constriction Inspector and work in conjunction with the Roadway Area Resident Manager Lead. The Night Shift Area Resident Manager (NS-ARM) scope includes projects within the CTA, including all terminals, landside areas including parking structures as well as the airside areas (AOA Apron and Gates). The NS-ARM will be responsible for overall Area Shutdown Request (ASR) compliance and proper execution of said ASRs at the following locations: CTA Roadways, Parking Structures, CUP, Terminals, and AOA Apron and Gate Areas.

The main function of this position is to establish a collaborative working relationship with the following individuals: Airport Operations Night Managers (OPS 66), Airport Police, LAWA PM/Contractor Supervisor, and TDG Safety & Inspections. The NS-ARM will review all Approved ASRs for all Projects that are deployed and working within aforementioned locations to ensure that the correct Approved and Current ASR with associated documents, are in the possession of the Project Supervisor and located in any vehicle parked in the construction zone. The NS-ARM will produce a nightly report and report back to the other CALM Team Members, the LAWA PM staff, and Safety and Inspection for any conflicts discovered during the previous night shift via the nightly report.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

  • Leads the Nightly Huddle that occurs at 2330 hrs. with Airport Operations support.
  • Distributes the Roadway Bulletin, Terminal Bulletin & Daily Roadway Map to attendees of the Nightly Huddle
  • Performs “Site Checks” at each location within the CTA, terminals, and the AOA locations that have active construction activities that are deployed during each shift. The “Site Checks” should include the following:
    1. Check the number of personnel deployed.
    2. Verify that the correct ASR is “in hand” with the Project Superintendent and posted on the dash of all vehicles.
    3. Verify that the correct barricading and signage is in place per approved ASR.
    4. Verify all scheduled deliveries are contained within the approved ASR and coordinated at Nightly Huddle.
    5. Communicate with Safety and Inspection team regarding compliance of scheduled work.
  • If through the “Site Checks” it is determined that there are vehicles or equipment parked curbside without the correct paperwork (an Approved ASR) or there is not a “No Cite / No Tow” for the specific license plate, contacts LAWA Airport Police and Airport Operations to have the vehicle or piece of equipment removed from the CTA.
  • Takes photos of each deployed project working in the CTA, terminals and the AOA locations. The photos should capture items, such as vehicle and equipment deployment, active construction, vital traffic and passenger movement as well as important barricades and signage. These photos should be labeled with relevant information, such as photo description and date/time stamp.
  • Produces a Nightly Report that has both a written narrative component and photographic component that includes the following for each deployed project for that shift: personnel count, late flight information and any other relevant documents. Posts the Nightly Reports to the CALMSHARE site. In addition, the nightly report should be saved on the V Drive and distributed to a predetermined stakeholder list.
  • Be thoroughly familiar with the scope and schedule for all projects (LAWA CIP, Maintenance, Airline, Concessionaire, TSA, etc.) currently active within the CTA, terminals, and AOA locations.
  • Acts as responsible party to ensure that all construction in public areas has appropriate barricades and signage per the approved ASR. If there are deficiencies noted, the NS-ARM will work with the contractor to correct deficiencies and will report deficiencies to the CALM Sign Shop Manager if additional signage is required.
  • Responsibilities include working with The Development Group (TDG) Element representatives, Facilities Maintenance Group (FMUG), Airport Operations (OPS), Transportation Security Administration (TSA), Information Technology Group (IMTG), TDG Safety/Inspections, and LAWA Airport Police Traffic Officers to develop protocols that will facilitate orderly shutdowns with minimum of disruption to passengers, tenants, and contractors.
  • Meets regularly with the CALM Area Resident Manager. Leads and makes recommendations concerning procedures, protocols, and staffing.
  • Develops appropriate tracking and record keeping tools.

QUALIFICATIONS AND SKILLS

Required Experience & Education

  • Bachelor’s degree and three (3) years of construction management field experience or 15 years of construction management field experience
  • Must have a minimum of three (3) years of airport experience or five (5) years of experience in other critical environment facilities
  • Ability to assume additional responsibilities other than role outlined above
  • Proven accuracy, reliability, priority setting, and completeness in job accomplishment
  • Demonstrated planning, controlling, organizing and leadership skills in previous positions
  • Effective oral and written communication skills and ability to communicate complex issues to a non-technical audience
  • Must be able to work under pressure on high-profile complicated assignments
  • Ability to understand design and construction intent of projects
  • Proficiency in Microsoft Office software including Outlook, Excel, Word, and Microsoft Project and PowerPoint
