# Project Overview:

Bechtel is the licensing, engineering, procurement, and construction partner on TerraPowers Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power. Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE Program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades. # Position Summary:

Reports to and receives operational direction from the Project Supply Chain Manager. May provide supervision, training and guidance to other supply chain personnel as required. Maintains working relationships with project personnel in order to perform assigned duties. Maintains working relationships with bidders and suppliers involved with the performance of assigned tasks from order formation to delivery. Maintains contacts with leads from other Bechtel projects and global business unit personnel, to maintain an awareness of the performance and operating problems of suppliers on other Bechtel jobs, and to coordinate the development of problem resolutions, of claims settlements, and other contractual matters. Requires skill in working and communicating effectively, both orally and in writing, with other project functional groups such as Engineering, Construction, Project Controls, Legal, and Accounting, as well as with potential bidders and suppliers.

# Responsibilities:

Performs all duties involved in the procurement and the administration and expediting of orders. This includes bidder prequalification, bidder lists, bid solicitation, bid analysis, negotiation, approvals, award, administration of orders, expediting orders, and associated supply chain responsibilities.

+ Pre-qualifies suppliers and prepares bidders lists

+ Responsibilities include the formation and award of large, complex orders

+ Conforms and ensures order execution

+ Directs negotiation in the commitment of awards

+ Assists when instructed in the planning, staffing, work-hour calculations, budgeting and procedures preparation

+ Forms bid request packages and issues bid request packages to approved suppliers

+ Coordinates bidders questions and answers to those questions

+ Receives bids and evaluates bids commercially and coordinates the resolution of technical and commercial exceptions / deviations

+ Prepares Commercial Bid Summary and recommendation letters

+ Recommends and secures approvals in accordance with established procedures

+ Prepares purchase orders and subcontracts for execution

+ Prepares and maintains control and status reporting documents

+ Communicates with Engineering, Construction and/or other functions to assist and/or guide them in the preparation of the requisitions and scopes of work for procurement to achieve the understanding needed to process these requisitions

+ Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel and suppliers

+ After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

+ Assists project team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions

+ Implements the Supply Chain Assignment Schedule which records the Projects agreed assignment of various purchase order / subcontract management tasks and the applicable procedures

+ Administers and expedites assigned purchase orders / subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties

+ Coordinates with designated staff on operational activities affecting contractual rights and obligations, performance, administration, and other major matters

+ Administers complex purchase order changes by negotiating with supplier

+ Participates in contractual discussions of moderate complexity

+ Administers information programs to ensure mutual understanding of subcontract terms and conditions

+ Prepares periodic status reports for management

+ Communicates with suppliers and internal project team to establish clear definition of requirements and to assure performance to the stated project requirements.

# Supervision:

May perform the following lead/supervisory duties as the project progresses

+ Supervises assigned personnel in the orderly performance and completion of project supply procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures

+ Supervises assigned personnel in the supply chain administration functions of identified project procurements to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements

+ Supervises preparation and maintenance of project bidder lists, ensuring input is received from all supply chain functions and other operational groups

+ Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of

+ suppliers within delegated approval authority

+ Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities

+ Executes commitments within delegated signing authority

+ Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of requisitions for all project purchases

+ Develops procedures for review by designated supervisor and inclusion into the project procurement procedures

+ Develops and coordinates with designated manager the procurement personnel staffing plan so that staff are added and released in an orderly manner, in accordance with the project workload

+ Reviews prime contract between client and Bechtel and makes recommendations to designated manager to ensure appropriate provisions are reflected in the general, special, and pricing conditions of the master project proforma documents

+ Develops, monitors, and maintains project master proforma documents, including legal

+ comments to commercial terms and conditions

+ Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager

+ Assures that project purchasing of is consistent with requirements

# Qualifications & Skills

**Basic Qualifications:**

+ **Level 1** : Bachelors Degree in Business, Supply Chain, or a related subject and 9 or more years of progressive related experience including but not limited to, supply chain, preferably in an engineering, procurement and construction environment. In lieu of degree, 15 or more years of progressive related experience including but not limited to, Procurement/Subcontracts, preferably in an engineering, procurement and construction environment. Has good organizational and communication skills and maintains a professional and proactive approach to mitigation of supply chain challenges and inherent business risks.

+ **Level 2:** Bachelors Degree in Business, Supply Chain, or a related subject and 12 or more years of progressive related experience including but not limited to, supply chain, preferably in an engineering, procurement and construction environment. In lieu of degree, 18 or more years of progressive related experience including but not limited to, Procurement/Subcontracts, preferably in an engineering, procurement and construction environment.

+ Has knowledge of negotiations, accounting or cost engineering gained through education or experience. Candidate must be a US citizen. Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
