QUALIFICATIONS:


  • A Bachelor of Science degree in Accounting or Business Administration is required.  A minimum of 5 years healthcare experience denoting a broad base of knowledge and skill or 5 years in accounting with management experience preferred.


  • The ability to plan, organize, implement, control, direct staff, coordinate, and communicate on a general administrative level in terms of general Authority administration.


  • An understanding of general Authority operations and the ability to work independently in resolving strategic and tactical problems yet, within the purview of defined areas of responsibility.


  • The ability to lead and manage while maintaining a high standard of performance that can serve as a standard and example for department managers and personnel within the specified division, and within the given purview of responsibility.


  • Must be able to assess, distinguish, report and act upon the physical, social, developmental, and environmental needs of all patients admitted to the Tombigbee Healthcare Authority; and the knowledge to provide age specific healthcare to adults, neonates, infants, adolescents and geriatric patients; where appropriate or necessary.         




PHYSICAL AND EMOTIONAL REQUIREMENTS:


  1. Must have personal integrity, flexibility and ability to work effectively with other personnel.
  2. Must be able to sit, bend, and move intermittently throughout the workday.
  3. Must possess the use of arms, hands, legs, feet, sight, and hearing, or use prosthetics that will accommodate these functions adequately, so that the requirements of the job can be fully met.
  4. Must be in good general health and demonstrate emotional stability.
  5. Must be able to cope with the mental and emotional stress of the position and set the proper example.


JOB DUTIES AND RESPONSIBILITIES:


  1. Plan, organize, implement, control, direct, staff, coordinate, and communicate all activities within the defined responsibility.
  2.   2. Implement, monitor, and execute defined Authority goals and objectives.
  3. Define operating policies, procedures, and controls relevant to the purview of departmental responsibilities to ascertain effective and efficient utilization of resources including human, material, and equipment.
  4. Responsible for strategic and tactical planning to achieve Authority goals and objectives in the programs, projects, and functional operations congruent with overall Authority objectives.
  5. Observe and report to the CFO any unusual situations, occurrences, conditions, reactions, or effects including those related to security within the Authority.  Keep the CFO apprised of all problems of a significant nature and the progress of problem resolution activity.
  6. Devise and consistently update the management control information systems of defined areas of responsibilities so as to maintain efficient and effective operations that are congruent with overall Authority operations.  This shall consist of defining functional key performance variables and measuring productivity against industry standards in terms of area output, input (cost), and human resources management.
  7. Maintain a process of management system reporting that is devised in terms of management by exception, accuracy, relevance, and timeliness.  Consistently update and revise to meet current management needs and operating necessity.
  8. Analyze and study current trends of diagnosis and therapy in the clinical and service departments to ascertain proper equipment, systems, and staffing that represents the "state-of-the-art".  Moreover, relegate these feasibilities to economic reality, advisability, and practical application. 
  9. Assume responsibility for the planning of all management functions related to the assigned areas of responsibility and consistently research, evaluate, and make recommendations in all functional areas thereto related.
  10. Ascertain relevant, accurate, timely, and clear communications vertically and horizontally so as to achieve proper coordination of all Authority resources relevant to the assigned areas of responsibility.
  11. Attend professional organizations seminars to keep technically and administratively current in knowledge and experience.  Currently observe for methods of improved operations that are congruent with Authority goals and objectives.
  12. Work cooperatively with all Authority personnel and promote and maintain good interpersonal and interdepartmental relations so as to ascertain candid and open communications interdepartmentally and interdepartmentally.
  13. Maintain good relations with the public on behalf of Authority and take every opportunity to communicate the humane and constant pursuit of enhanced quality of patient care that meets the needs of Authority patient marketing area.
  14. Assist in all assigned projects and programs that impact upon Authority operations.  This not only includes assigned areas of administrative responsibility, but other responsibility as deemed appropriate by the CFO.
  15. Maintain active membership in professional organizations that impact on areas of responsibility and continue to build and develop one's knowledge and insight into general administration and management.  Utilize the organizations to not only enhance one's professionalism but promote the welfare of Authority at all times.
  16. Provide the leadership, management, and example that motivates subordinates to update their leadership and management knowledge.  Moreover, provide a concerted program for motivation, training, and development, that engenders confidence, knowledge, insight, and experience.  Strive to develop and maintain a continuing education experience attitude in combination with a participative management approach that motivates knowledge, workers, and job enrichment.
  17. Prepare, verify, review, and analyze monthly financial statements and other reports and provide these to Senior Management.  Provide other relevant operational reporting data information as requested.
  18. Advise the CFO weekly of the current cash position and update him on any significant issues with the anticipated cash flow.
  19. Effectively manage the employees within the Accounting department assuring that the department operates within budgeting constraints for expenses.
  20. Serve any functions essential to the overall operation of the Authority as deemed appropriate by the CFO, including, but not limited to, sign-off controls and other projects/programs. This shall include, but not is limited to, routine supply purchase orders, overtime slips, and meal exception forms.
  21. Prepare and provide information for the annual Fiscal audit and follow up on any questions/issues presented by the auditing firm assuring the cost reports are filed timely.
  22. Complete surveys requested from Medicare, Palmetto, or other agencies concerning cost report data, patient data, statistical data, or other financial data.
  23. File all required quarterly tax reports and annual W-2s and 1099s.
  24. Prepare, input, and distribute the annual budget to all Senior Management.  Input any changes to the budget that may be requested by the CFO.
  25. Update the Policy & Procedures Manuals for Accounting/Payroll to reflect current workflow processes needed to efficiently and appropriately operate those departments.
  26. In the absence of the CFO, serve as the on-call CFO.
