Role Overview:

Alameda Health System is hiring! The Vice President of Support Services plans, organizes and directs operational activities of Alameda Health System (AHS) support services, which encompass Environmental Services, Laundry & Linen,Facilities/Engineering, Environmental Health & Safety, Security, Parking, Transportation,PBX Operations,. The incumbent is responsible for ensuring that AHS delivers the highest possible quality, safety and service while maintaining cost-effective operations. The VP, Support Services ensures implementation of system-wide strategic initiatives, policies and a safe and efficient physical environment, and uses LEAN tools to help identify problems and develop effective resolutions. Performs related duties as required.

DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.

  • Advises and makes recommendations concerning budget, cost, and financial matters and encourages and assists department heads in establishing a measure of performance, increased productivity, quality improvement, cost controls, and maximum utilization of facilities; recommends improvement of hospital facilities in assigned areas, including construction or renovation of structures and purchase of new equipment.
  • Assist staff in establishing performance standards, policies and procedures, and processes for compliance with all regulations; monitor compliance to policies and procedures and ensure corrective measures are instituted if policies and procedures are violated.
  • Assists in the implementation of the Integrated Strategic and Financial Plan of AHS by participating in the ongoing review of goals and objectives; evaluating needs expressed by internal and external customers; participating with the AHS Executive Leadership Team in implementing and monitoring strategic plan tactics and developing programmatic solutions; develop and maintain staffing plans based upon volumes, patient acuity, anticipated workload, skill-mix and competency requirements.
  • Create a clean and safe environment for patients, staff and visitors; lead cost effective improvements in food/nutrition quality; ensure right-size and competent staff in all areas of support services.
  • Develops department/division scorecards in sync with organizational goals and initiatives.
  • Ensure compliance with all regulatory agencies and accrediting bodies. Minimize liability to the organization by anticipating problems, evaluating magnitude of the problem and taking actions to correct problem and/or reduce risk.
  • Ensure that departmental/division goals clearly align with Alameda Health System’s vision and that both are reflected in all day-to-day operations; oversees implementation of organizational strategic initiatives, builds relationships with business partners, serves as primary liaison, and communicates as appropriate to insure successful relationships; develop annual strategic and operational goals and objectives.
  • Ensure that the AHS performance metric goals across all AHS facilities (e.g. score cards) are being achieved; determine the needs, allocate resources, and resolve problems related to staffing, space, equipment and supplies. Prepare and monitor business plan, related budgets and monthly financial reports in conjunction with leadership. Manage the operating and capital budgets of areas of responsibility. Aggressively mitigate all variances to budget.
  • Initiates and facilitates changes to improve operations and program performance through effective communication, collaboration, and interdisciplinary problem solving; maintains open channels of communication and fosters information sharing. Provide leadership in the development and execution of innovative key strategies; promote open, effective, and ongoing communication and the sharing of information among and between employees, physician leadership and medical staff.
  • Inspection of construction/renovation projects to assure that completed work complies with all regulatory/inspectional agency requirements; administration of all construction budgets and expenditures and monitoring budget and expenditures of all projects; participates in the successful negotiation and preparation of all project subcontracts; participates in obtaining permits and resolving other regulatory requirements as necessary; prepares a project schedule and develops milestones necessary to successfully complete the project.
  • Maintain high profile for AHS through industry event attendance, speaking engagements, articles and other marketing techniques.
  • Negotiates owner and subcontractor change orders and manages the resulting cost and profit impact; coordinates all final close-out procedures for the project including as built drawing, punch lists, final billing, occupancy permit, owner acceptance, project manuals, warranty letters, subcontractor close out, letter of substantial completion, and letter of recommendation; uses tact to maintain relationships with vendors, owners, architects, community and state officials and the general public.
  • Resolve system problems that affect operations by maintaining open communications and appropriate interfaces with management, staff and contracted personnel.
  • Use LEAN tools and techniques or other performance improvement tools to drive operational performance of support services functions to achieve program success, high customer satisfaction, and safe operations.
  • With HR, directs the implementation of integrated human resources strategies to ensure quality results in the identification, recruitment, retention and development of key human resources; encourage continuing education and professional development; provide work-related training; facilitate, encourage, and implement processes for new and existing staff’s learning and growth; create an empowering and rewarding work environment; inspire and mobilize people to act and perform within a supportive work culture; effective motivation and influence over union employees to ensure partnership on organizational objectives.

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

MINIMUM QUALIFICATIONS:

Education: Master’s degree in Business, Health Care Administration or related field required.

Minimum Experience: Hospital experience in building maintenance, construction management and renovation work required. Architectural experience or understanding would be a plus.

Minimum Experience: Proven track record working with union staff and leadership.

Minimum Experience: Three years of management experience in the direct supervision of health care support services, preferably in facilities management and/or construction management, developing budgets and implementing programs within budgetary limitations.
