General Description
The successful candidate will perform as a Pl/SQL Software Development Specialist for the Air Force’s Program and Budget Enterprise System (PBES), providing development, operational, and sustainment support which ensures that the system is fully functional and available.  The successful candidate will perform PL/SQL software development in support of Oracle’s Hyperion Financial Management/EPM software solution, and associated business intelligence solutions using Oracle’s OBIEE data warehouse. In addition, the candidate will be required to periodically support the PBES Sustainment Help Desk, providing support to production users as part of day-to-day program execution. In addition, the candidate will support the stand-up and sustainment of the PBES Development and Test environments in AWS. Other activities will include providing functionality updates, performing data refreshes, and performing document development.  Responsibilities further include performing data analysis and evaluation, developing data update strategies, performing data cleansing activities, and performing data extraction in support of new report development.

Duties and responsibilities
The successful candidate will participate in the sustainment of the PBES solution, including creating new scripts and PL/SQL routines, troubleshooting data commitment and extraction issues, and both supporting existing reporting issues and supporting the creation of new reports associated with the Oracle EPM solution.  They will also evaluate, using root cause analysis, issues associated with data quality and work with management to develop and implement data quality strategies to support organization requirements; consult with and advise users on access to various databases and  datasets in support of report development; work directly with users to resolve data quality issues and inappropriate data usage; provide second-tier support to end-users through participation in the PBES Sustainment Help Desk; and handle problems that the first tier of help desk support is unable to resolve. They will also simulate or recreate user problems to resolve operating difficulties; recommend system modifications to reduce user problems; and maintain currency and the highest level of technical skill in their field of expertise.

Specialized Knowledge
  • Perform as a PL/SQL programmer.
  • Develop data access scripts and PL/SQL routines in support of existing or new reports.
  • Execute tasks from design through code development; software build; unit, system, and integration test.
  • Use available static code analyzing tools to evaluate existing and new application code and address deficiencies uncovered.
  • Must have a strong background in agile-based software development.
  • Provide service desk support for the Sustainment Help Desk.
  • Assist in test setup and changes required because of testing.
Education
Bachelor’s Degree in computer science, management information systems, or related field.

Professional Certifications
An active CompTIA Security+ certification is required.

Clearance
An active U.S. Secret Security Clearance or the ability to obtain said clearance is required.

Experience
A minimum of 3 to 5 years of PL/SQL development experience, data migration strategy development and execution, and data cleansing.

U.S. Citizen or Similar
Must be a U.S. Citizen

Skills and Abilities
Experience with development PL/SQL for Oracle-based applications.

Other Characteristics (e.g., Personal or Language)
Must be a self-starter with the ability to manage work efforts with minimal leadership oversight. Must also have excellent time-management skills as well as excellent oral, written, and communication skills. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location
This position requires a combination of remote work plus one to two days per week working at the Pentagon, Washington DC supporting the Sustainment Help Desk.
Client duty hours are Monday through Friday.
