JOB DESCRIPTION Job Title: Division Superintendent

Job Type: Full-Time; 24/7 Emergency Response

Basic Function:

Responsible for management and oversight of all operational, technical, administrative, and fiscal activities associated with assigned division. Responsible for management and leadership of Supervisors and Managers tasked with safety/risk management, service delivery, quality control, project management, equipment/resource allocation, and enhancement of client relationships.

  1. Direct/daily interaction with Assistant Division Superintendents and Supervisors, leading by example and motivating to strive for success and excellence.

  2. Assigns jobs/projects to Assistant Division Superintendents and Supervisors. Reviews work progress daily ensuring contract/regulatory compliance and trouble-shooting any potential problems related to safety, on-time project completion, material availability, etc.

  3. Reviews quotes/bids for work/services to ensure accuracy of estimates, profit margin, man-power scheduling, and equipment allocation. Reviews/approves all subcontractor proposals ensuring quality and service delivery/work accomplishment requirements are met.

  4. Regularly visits work sites to provide leadership, guidance and support to Assistant Division Superintendents and Supervisors. Analyzes/monitors work in progress to fully manage and mitigate any risks.

  5. Responsible for implementation/management of division-wide safety program ensuring that goals and objectives for safety are adopted and “live” as a part of the companies culture.

  6. Responsible for the financial control of the division including development and management of monthly/quarterly and annual budgets. Reviews and approves expenditures as required for division’s operational needs. May establish limits for subordinate’s expenditures requiring prior approval before executing purchase.

  7. Ensures that Assistant Division Superintendent/Supervisors timely submit and/or approve accurate reports/data/documentation in accordance with established processes for accounting/payroll. Includes: payroll data, equipment usage, project reports, etc.

  8. Makes recommendations to Regional AVP or Regional Vice President regarding staffing adjustments, equipment/vehicle purchases/replacements, facility repairs/enhancements, scrap, inventory, etc.

  9. Provides input and suggestions to Regional AVP of Operations or Regional VP of Operations on

    strategic initiatives. As directed, implements programs/plans as needed to meet the Company’s

    strategic initiatives.

  10. Dedicates effort to furthering opportunities for growth through pursuit of new customer relationships.

    Attends customer meetings, industry trade shows, and other meetings/events that provide a platform

    for expanding the scope of business engagements.

  11. Provides hands-on demonstration of commitment to the division’s culture and maintenance of a positive work environment. Provides leadership and mentorship to all employees in order to retain a well skilled and highly capable work force. Communicates through words and behaviors the companies Mission, Vision and Values.

  12. Responsible for hiring/selection process. Ensures that Assistant Division Superintendents/Supervisors have candidates perform skills demos at interview. Utilizes “best in practice” interview skills to select the best talent, and individuals of integrity/character that best fit/enhance the companies culture.

  13. Provides regular feedback as well as coaching/counseling to direct reports to further develop their

     knowledge, skills, and abilities. Conducts annual assessments of direct report’s job performance for annual reviews. Identifies training needs and goals for further development of employee’s skills ensuring that employee is afforded the opportunity to attain these goals.

  14. Monitors equipment/vehicles to assess condition, minimize down time, plan for replacement as needed and to ensure operational readiness. Works in conjunction with Shop Manager/Director of Fleet Maintenance/Director of Fleet maintenance to coordinate any out of service issues.

15. Other duties as assigned.

Required Skills and Experience:

Regional AVP of Operations or Regional VP of Operations

  1. Minimum of seven years progressively responsible experience in railroad industry with diversified knowledge of rerailing, car repair, load adjust/transfer and track or equivalent experience/education.

  2. Solid knowledge of D.O.T. regulations including permitting for overweight and oversized loads, FRA

    regulations, and the companies safety policies and procedures.

  3. Experience managing multiple projects/jobs and working directly with clients/prospects. Ability to

    analyze situations, identify problems and recommend solutions.

  4. Ability to manage all aspects of budget, fiscal affairs of an assigned division.

  5. Ability to resolve conflicts and manage crises.

  6. Proficient computer skills (including MS Office programs) and ability to learn additional software as

    required for operational needs including submission of project reports, payroll data, labor hours, etc.

  7. Team player with ability to participate in planning processes and work with others to meet goals and

    objectives.

  8. Strong and proactive communication skills as necessary to coach/counsel/provide feedback to

    employees, conduct job briefings, debriefings and communicate as necessary to improve and enhance

    the culture of the organization.

  9. Must project positive and professional image to customers, co-workers, work crews, and general public.

  10. Must possess a valid drivers’ license with good driving record; preference for possession of Class A or Class B Commercial Driver’s License (CDL).

  11. Able to read, write and speak English.

  12. Must pass qualification tests as required (includes: ERail Safe and other training/safety programs).

  13. Must meet 24/7 availability to respond to emergency calls for service including weekends and holidays.

    When in “on-call” status, must report to designated shop within one hour of emergency call.

Physical Demands:

  1. Constantly on feet.

  2. Walking / carrying loads on uneven surfaces and in ballast.

  3. Working in ALL weather conditions.

  1. Working extended hours.

  2. Constant bending, twisting, stooping, standing, and / or walking.

  3. Occasional lifting of up to 50 pounds; loads in excess of 50 pounds and which can be reduced, should

    be made lighter.

  4. Obtain assistance when lifting items weighing more than 75 pounds, or items which present ergonomic

    challenges in lifting/movement/placement.

➢ Our company is a 24/7 emergency service provider to the railroad industry and as such, the Division Manager is subject to work outside of normal working hours including nights, weekends and/or holidays.
