BruckEdwards is seeking a skilled and detail-oriented Proposal Development Manager to join our team as a key contributor in the pursuit of government contracts.


Role Description:

In this role, you will be responsible for managing proposals throughout the full lifecycle process, as well as collaborating, crafting, and editing compelling and persuasive technical proposals for both services and development that effectively communicate our company's value to potential clients. Additionally, you will play a key role in supporting corporate marketing initiatives to enhance brand visibility and drive business growth.


Job Responsibilities:


Proposal Development and Technical Writing:

  • Lead the development of proposals in response to government solicitations, ensuring compliance with all requirements and deadlines.
  • Responsible for the overall management, oversight, and tracking of all activities relevant to the development, production, and revision of assigned proposals. Analyzes the Request for Proposal (RFP) for proposal production guidelines and potential reuse recommendations, development of data collection forms and proposal templates.
  • Develop and maintain the proposal development schedule, outline, and compliance matrix. Lead, schedule, and run proposal kick-off meetings.
  • Lead critical milestones, including storyboards, color reviews, and content development discussions.
  • Manage technical volumes & sections, including technical & management approaches, personnel & staffing approaches, past performance & corporate experience.
  • Research, gather information, and collaborate with subject matter experts to develop comprehensive and customized proposals for potential clients.
  • Translate complex technical information into clear, accessible language for various audiences, including clients and non-technical stakeholders.
  • Write clear, concise, and compelling content that highlights the unique strengths and capabilities of our company, projects, and staff.
  • Manage technical volumes, including management and technical approach, personnel and staffing approach, past performance and corporate experience.
  • Coordinate all production services in support of proposal activities. Maintain a status record and master file for all text and graphics; provide guidance and status reports on proposal and production matters to executive management; enforce the editorial guidelines specified for the proposal; manage the virtual proposal development environment.
  • Direct, manage and allocate proposal staff and resources (technical writers, graphic designers, layout artists, subject matter experts, subcontractor representatives and independent contractors) assigned to proposals.
  • Direct and engage key personnel in all proposal review activities and ensure compliance with all corporate & legal requirements.
  • Act as the single POC between operational, proposal & production staff relative to all proposal development and production matters.
  • Responsible for multiple, concurrent projects, with stringent deadlines, last minute requirements, to accomplish tasks for client deadlines.
  • Facilitate key review meetings / final document review.
  • Coordinate proposal governance, ensure proposals adhere to all guidelines, requirements, and deadlines.
  • Document production, and delivery of the completed proposal.
  • Assists the Quality Management team by ensuring proposal processes are up to date.

Market Research:

  • Stay informed about industry trends, competitor activities, and market developments to incorporate relevant information into proposals.
  • Analyze client needs and tailor proposals to address specific challenges and opportunities in the market.

Corporate Marketing:

  • Collaborate with senior management to develop and execute strategic marketing initiatives that align with overall business goals.
  • Contribute to the creation of marketing collateral, including newsletters, website content, company credos, and social media content.
  • Assist in developing and maintaining a consistent brand voice and image across all marketing materials and platforms.

Cross-functional Collaboration:

  • Work closely with corporate and project teams to gather information and insights for proposal development.
  • Collaborate with senior management to enhance the visual appeal of proposals and marketing materials.

Quality Assurance:

  • Conduct thorough reviews and edits to ensure the accuracy, coherence, and effectiveness of all written materials.
  • Implement feedback from internal stakeholders to continuously improve the quality of proposals and marketing content.


Requirements:

Basic Requirements:

  • Bachelor's degree in Technical Communications, English, Business, or a related field.
  • Eight (8) + years of experience in proposal writing, preferably for both services and development in a government contract setting.
  • On-site in Reston, VA Monday - Friday
  • Familiarity with government procurement processes and regulations.
  • Exceptional attention to detail and ability to manage multiple projects simultaneously.
  • Superb written and verbal communication skills.


Preferred Skills:

  • Technical Editor experience (review materials submitted by Subject Matter Experts for clarity, punctuation, grammar, and content)
  • Graphic Design experience
  • Experience using proposal management tools
  • Ability to thrive in a fast-paced, deadline-driven environment.
  • Shipley Associates certification
  • APMP certification
