This posting intends to fill a limited term Manager Field Metering position for a period of 24 months, but may be extended depending on business need provided it does not exceed the limits outlined in Civil Services Rules.

SMUD is looking for a highly motivated leader that has strong leadership skills that can lead very independently. This leader will need to be passionate about embracing new technology in the meter space and successfully integrate these advanced technologies changes into the Meter Technicians and Customer Service Field Representatives daily work.

Purpose

To provide management, supervision and accountability in a variety of field metering areas including but not limited to field metering services, meter installation, scheduling, AMI system metering & maintenance, power quality, and energy accounting for SMUD electrical interchanges.

Nature and Scope

Manages the planning, coordinating, prioritizing, monitoring, and reviewing of the work results in assigned area; oversees the selection, training, motivation, evaluation, and development of subordinate personnel and ensures safe work practices, work quality and accuracy, sufficient workforce resources, as well as compliance with applicable rules, policies, regulations and procedures. Guides the development, implementation and management of department goals, objectives, policies in partnership with the Director and ensures the department's objectives and priorities are coordinated with other departments.

Duties and Responsibilities
  • Manages the planning and scheduling of capturing energy data in support of SMUD's Customer Operations through the installation, maintenance, testing, calibration and repair of SMUD's metering systems and associated equipment including time-of-use, time-of-day metering and solid state recorders, processor programmers and readers, hand-held programmers and readers, and other equipment; preparation of studies for advanced metering and electronic concepts; maintenance of meter history, meter information systems, and an inventory control system for meters and associated equipment; and information coordination with other SMUD departments.
  • Maintains and tests SMUD's Advance Metering Infrastructure (AMI) including regular upgrade and regression testing of SMUD's AMI firmware and hardware (UIQ, FCS, IEE); and collaborates with SMUD's IT group during regression testing for overall AMI network performance, and with SMUD's Telecommunication group in the maintenance of SMUD's AMI communication network.
  • Ensures the collaboration, development, evaluation and award of bid solicitations, request for proposals, and material ordering for all metering, services and associated equipment.
  • Drives the utilization of a variety of applications for data collection and validation and the collection and processing of data that is provided to both internal and external sources, including data collected and processed for SMUD's Energy Settlements and agencies such as WREGIS, CAISO, PG&E and BANC.
  • Oversees Service Dispatchers in retrieving and organizing work request notifications including disconnects, reconnects, power quality monitoring from SMUD's Customer Operations group and other SMUD work groups; contacting affected customers and schedule Field Metering resources to complete the work; addressing customer concerns related to Field Metering activities; and coordinating SMUD trouble shooter activities with Distribution System Operations in support of Field Metering activities.
  • Oversees Field Metering customer service activities including meter reading and meter disconnects and reconnects in support of SMUD's Customer Operations and in accordance with SMUD's policies and procedures, rules and regulations and local codes and ordinances; installation and removal of power quality monitoring equipment; configure equipment; and upload customer data, evaluate results, offer customer feedback when appropriate, and transfer data to system engineering or troubleshooting for resolution.
  • Responsible for CIP compliance for BES & BCA; oversees the verification of compliance with SMUD Electric Service Requirements through the review and approval of drawings, granting or denying variances, and interaction with contractors, electricians, manufacturers and local inspection authorities; and oversees the documentation, maintenance and updates of procedures as necessary.
Additional Duties and Responsibilities
  • Responds to complex customer concerns, requests and/or agitated customers referred from supervisors or staff by exhibiting strong customer relations skills and knowledge of SMUD policies on services, rates, rules, and regulations.
  • Provides direction and training to subordinates for completion of assigned tasks by administering SMUD policies; planning, coordinating, prioritizing, evaluating and adjusting work functions, practices, and schedules; monitoring daily operations to ensure overall work quality, quantity and efficiency following established procedures and standards; ensuring staff safety and implementation of safety policies and practices in the work unit and environment; assisting subordinates as required; coaching, giving performance feedback, and identifying and resolving staff deficiencies; providing recommendations to management on staffing, discipline and termination actions, and staff training and development; and performing ongoing, assigned operational tasks.
  • Develops and administers the unit O&M and Capital budget by monitoring budget expenditures in areas of responsibility against plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing area-of-responsibility budget recommendations for the next fiscal year; and participating in the review of preliminary unit budget recommendations and the 3-year Operations Plan.
  • Oversees or assists in the administration of internal/external projects by assisting in identifying project objectives; identifying internal/external project team within area of responsibility; assisting in the development of Request for Proposals where applicable; participating in developing project plans including schedule, cost, key work products, and milestones; monitoring project progress and completion in area of responsibility against plan/contract; monitoring and revising schedules, scope, expenditures and assignments as warranted; reviewing work products; assisting in resolving conflicts and discrepancies; maintaining project records and files; and participating in the overall review of the completed project results and making recommendations for next steps.
  • Performs other related duties as needed to include working outside of typical business hours when necessary.
Required Education
  • High School diploma or equivalent
Required Experience Qualifications

At least seven (7+) years of relevant experience with at least five (5+) years in a supervisor or higher role.

Knowledge Of

Safety policies, practices and procedures; general understanding of methods, material, equipment, and procedures related to metering, testing, installation, maintenance, repair and calibration of different types of metering equipment; federal, state and local laws, codes and regulations governing SMUD's transmission and/or distribution systems; methods and techniques for training staff; policies and procedures for evaluating and recording performance results; policies and procedures for recruiting, screening and hiring; methods and techniques for record keeping; concepts and practices for delegating, prioritizing, assigning and reviewing work assignments; techniques related to customer relations; fundamentals and practices for budget administration; concepts, techniques and practices for problem research and resolution; techniques and practices related to negotiations and compromise; concepts and practices for contract management; procedures and practices for overseeing contractor's/consultant's work activities; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.

This role will be an on-site role that will require being in person at one of SMUD's campuses daily to complete work tasks.
