Summary
Per Se Group is currently seeking an experienced Pipeline Electrical Engineer to help with modifications, design, and construction on terminal and pipeline facilities, while serving as the specialist to I&E scope of work. This is a remote opportunity with 25% travel for projects with a large independent refiner.

Responsibilities
  • Applies knowledge of pipeline and terminal electrical and instrumentation design concepts, operating principles, and relevant engineering standards to the design of new facilities and the modification of existing facilities
  • Applies knowledge of the NEC, NFPA, relevant API Standards and Recommended Practices, and other applicable codes and standards to pipeline and terminal related facilities. Applies knowledge of electrical equipment and power distribution to the design of new facilities and the modification of existing facilities
  • Applies knowledge of instrumentation, process control, and Supervisory Control and Data Acquisition (SCADA) systems to the design of new facilities and the modification of existing facilities
  • Develops one-line diagrams, three-line diagrams, schematic diagrams, and wiring diagrams,
  • Completes AC power system studies as well as short circuit and arc flash studies
  • Creates hazardous area classification drawings and specifies appropriately rated equipment
  • Develops logic diagrams, cause & effect, control narratives and control systems
  • Develops scope of work for projects and ensures projects meet applicable codes, standards and regulations
  • Designs low and medium voltage electrical systems, including power, control, and instrumentation wiring
  • Develops Process and Instrumentation Diagrams (P&ID’s)
  • Develops equipment and instrument procurement packages.
  • Provides electrical and instrumentation design support for projects
  • Provides discipline specific engineering assistance to colleagues
  • Solves technical problems related to projects and troubleshoots technical problems related to pipeline and terminal operations
  • Researches and stays abreast of assigned discipline subjects, innovations and leading edge developments
  • Manage the work of third party engineering, construction, and procurement firms (EPC)
  • Manage cost and schedule on assigned projects
  • Participate in efforts to develop new engineering and construction standards to ensure compliance with NFPA 70, NFPA 30, and other relevant industry codes, standards, and regulations
  • Coordinate, facilitate and document Process Hazard Analysis (PHA), management of change and participate in and facilitate incident investigations
  • Participate in Pre-startup Safety Reviews (PSSR) and commissioning of new or modified facilities
  • Investigate and resolve work-in-process problems
  • Recommend and implement improvements and/or modification in sequence of operations, equipment utilization, and related matters
  • Review proposals of outside vendors regarding the purchase of new or modernization of existing equipment
  • Act as a liaison between the company and county and state and/or other agencies

Preferred Skills and Expertise
  • A minimum of a bachelor’s degree in an Electrical Engineering or ten years of applicable experience and the ability to demonstrate the required skills.
  • A minimum of five years of industrial experience required.
  • Experience in design of instrumentation and electrical systems currently used in pipeline facilities including electrical schematics, wiring diagrams, plan drawings, conduit and cable tray layouts, pressure, temperature, flow, density, and other instrumentation, instrument loops, PLC and DCS, etc.
  • Experience in selection of electrical equipment for industrial classified areas.
  • Pipeline and/or terminal experience required.
  • Ability to read and fully understand P&ID’s, one-lines, instrument drawings and other documents which describe the scope of work to be done.
  • Ability to manage projects is essential including experience with project development, scoping, change management, cost control and forecasting.
  • Experience with I/O detailed wiring and termination.
  • Expertise in design and engineering practices for pipeline industry.
  • Experience with instrumentation, hazardous location wiring practices, panel design and PLC hardware.
  • Ability to stay abreast of new technology developments and processes is essential.
  • Ability to communicate effectively with others, strong verbal communication skills, advanced level of reading and writing, ability to perform advanced mathematical calculations.
  • Advanced ability to work effectively with multiple groups.
  • Strong spreadsheet and word processing applications knowledge
  • Strong interpersonal, time-management and organizational skills.
  • Working knowledge of and experience with engineering software.
  • Professional Engineer registration preferred.
