Job Responsibilities:

  • Manage Fair Lending compliance efforts throughout the Credit Union and ensure that the Credit Union’s Fair Lending program is risk-based and appropriate for the size and complexity of the Credit Union.
  • Serve as the subject matter expert in Fair Lending laws and regulations.
  • Review credit policies and procedures, loan processes and pricing, marketing strategies, lending products, organizational changes, and services performed by third party vendors to proactively identify any Fair Lending issues.
  • Develop and implement robust Fair Lending risk reporting tools, including key risk indicators.
  • Conduct risk assessments that evaluates the level and direction of the HVCU’s Fair Lending risk in underwriting, pricing, marketing, steering, and redlining.
  • Prepare and deliver reports regarding the Fair Lending Program and relevant risks for the Chief Risk Officer, Executive Management Committee, governance committees and the Board of Directors.
  • Engage with the community to uncover methods and programs to support Fair Lending policies for those in HVCU’s field of membership.
  • Complete periodic Fair Lending reviews, including ongoing comparative file reviews, marketing analysis, quality of assistance, exceptions, and redlining reviews, ensure appropriate remediation occurs, and maintain adequate work papers to support findings.
  • Oversee the Fair Lending training program for employees, Executive Management, and the Board of Directors, including assigning and tracking completion of Fair Lending training, and developing and delivering customized training as needed.
  • Assist in the coordination of audit and regulatory examinations, including advance preparation, follow- up on issues and observations, and develop written responses as needed.
  • Develop and maintain written policies/procedures needed for the Fair Lending Program. In collaboration with other internal stakeholders, coordinate and develop both internal and external Fair
  • Lending communications and training materials to educate business leaders, employees and third party suppliers regarding Fair Lending requirements.
  • Attend training programs on Fair Lending to remain current with changing regulations and requirements and effectively implement any new and changing regulatory requirements. Research and stay abreast of industry trends regarding on-line credit card banks to ensure the fair lending program, including its statistical analysis testing program, meets regulatory expectations.
  • Adhere to all Credit Union policies, procedures, and regulatory agency requirements. Participate in all required and recommended training and development including, but not limited to, Bank Secrecy Act training (BSA) and demonstrate attained knowledge. Participate on Credit Union teams, projects and strategic initiatives when the opportunity arises. Perform additional duties and special projects as assigned.

Qualifications:

  • Fair Lending
  • Consumer Banking Regulations (ECOA, HMDA, Truth In Lending, FHA, UDAAP)
  • Experience working with the Consumer Financial Protection Bureau (CFPB) is a plus
  • Certified Regulatory Compliance Manager (CRCM) certification is a plus
