Job Description

We are looking for a progressive and dynamic Training Manager, ready to hit the ground running using their tools and impressive style supporting Maryland Department of Health.

The Training Manager will play a key role in the successful implementation and adoption of a large multi-vendor, modular health care system implementation. The Training Manager must apply training management strategies and methods to meet business, schedule and budget objectives. This person will coordinate with client and vendors to develop training related to the integration hub and portal. The primary focus will be to coordinate with project and organizational change management to develop a Medicaid Enterprise training strategy related to adhering to project management processes and procedures. This person will oversee training to ensure the project team is familiar with architecture and governance standards while providing oversight for vendors as they manage solution-specific training development and delivery.

Supervision

  • Reports to the Project Management Office Project Manager
  • Work with the Organizational Change Manager and through others in the organization to succeed
  • Support the project team in integrating training activities into their project plans
  • Support and coach teams and vendors to ensure training is developed and delivered to support project success

Roles and Responsibilities

  • Coordinate with vendors to develop and deliver training to staff related to the enterprise data integration hub and portal.
  • Develop and deliver training to staff related to project management processes and procedures.
  • Provide oversight to vendors as they develop solution-specific training.
  • Coordinate training using a training calendar.
  • Develop and propose methods of knowledge transfer (training, coaching, materials, etc.) to build skills and experience for staff as appropriate.
  • Using documentation best practices and standards, establish and support training documentation repository.
  • Coordinate with team, client and vendors to develop competency, skills, and tools necessary to develop sustainable project management and technical capabilities.
  • Produce training deliverables timely and in accordance with contract deliverable instructions
  • Develop and deliver a training strategy
  • Provide training development and delivery related to enterprise data integration hub and portal
  • Develop and deliver training related to the project management processes and procedures
  • Maintain a training calendar
  • Organize and maintain a training documentation repository
  • Coordinate efforts with other leaders, team members, clients, and vendors
  • Integrate training activities into project plan
  • Evaluate and ensure user readiness through training
  • Track and report issues
  • Define and measure success metrics and monitor training progress

Skills and Qualifications

  • 10-15 years’ relevant training experience, including a minimum of 3-5 years leading training staff and delivering training for large-scale efforts
  • Bachelor’s Degree or equivalent work experience in training activities
  • Thorough understanding of how people learn and retain new skills and information 
  • Practical experience in applying knowledge of training principles, methodologies, tools, and solutions
  • Excellent facilitation and active listening skills
  • Exceptional communication skills – both written and verbal
  • Executive presence; ability to work effectively at all levels in an organization – strong organization behavior knowledge

Additional Skills

  • Must be a team player and able to work with and through others
  • Ability to influence others and move toward a common vision or goal
  • Knowledge of and/or experience with health care or Medicaid Management Information System projects preferred
