Job Description

Senior Grants Management Analyst

Jefferson Solutions, the well-respected government consulting company of Jefferson Consulting Group, an award-winning woman-owned small business, is seeking a Senior Grants Management Analyst to provide grants management support assisting with the full range of activities in financial assistance, from selection to award and closeout. Anticipated duties include, but are not limited to:

Responsibilities:

  • Assist with the negotiation, award, and administration of discretionary Federal assistance agreements (grants and cooperative agreements) for a wide range of programs.
  • Assist pre-award functions such as drafting Notices of Funding Opportunities (NOFOs), budget analysis, evaluation, risk assessments, and negotiation of terms and conditions for Federal assistance awards in accordance with 2 CFR Part 200.
  • Apply skills and knowledge related to grants management policies, procedures, and regulations as defined by laws, rules, policies, procedures, and methods governing the administration of Federal grants, cooperative agreements, and awards.
  • Processes a full range of grant/cooperative agreement applications used to determine the selection of grant/cooperative agreement awards. Reviews grant/cooperative agreement applications for clarity and completeness.
  • Monitor recipient performance.
  • Provides guidance to program office personnel and assigned grant recipients, sub-recipients, and other stakeholders on matters related to grant management to ensure efficient administration.
  • Engage in periodic review meetings and on-site visits to grant recipient locations/facilities to examine grantee progress and reports, follow-ups on refinements, and provides redirection, as necessary.
  • Provide program staff, and other grantees with technical assistance, including the interpretation of and application of grant laws, regulations, policies, and procedures in assigned areas.
  • Evaluate recipients' disbursement requests and recommends approval or disapproval, using fact finding and analytical techniques and methods used to gather, evaluate, and summarize information and draw conclusions.
  • Writes and edits grant analysis documents, briefs Government officials, and provides guidance, training and technical assistance.
  • Initiates and processes the timely closeout of grants and cooperative agreements in accordance with applicable guidance and regulations.

Qualifications

  • Bachelor's Degree
  • Minimum of 6 years of experience in grants and agreements management and/or acquisition experience
  • Thorough knowledge of the Federal Assistance practices and policies, and an expert understanding of the full grant lifecycle to troubleshoot and overcome difficult situations in order for the grant action to be resolved.
  • Expert knowledge of the application of 2 CFR Part 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Award
  • Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with program and contracting officials
  • Ability to work tasks independently
  • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully
  • Working with not for profit grants desired
  • Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams)
  • Must be fully vaccinated for COVID-19
  • U.S. Citizenship required
