Where You Will Work 

The National Reconnaissance Office (NRO) develops and operates unique and innovative overhead reconnaissance systems and conducts intelligence related activities essential for U. S. National Security. This position resides at NRO headquarters in Chantilly, VA. Organizationally, it is aligned under the Management Services and Operations (MS&O) Directorate. MS&O provides the NRO’s multibillion dollar facilities infrastructure and services for a geographically distributed workforce. The primary business areas in MS&O are facilities, logistics, continuity and emergency planning, industrial control systems security, and other enabling elements.

We have a unique opportunity for a senior officer with systems engineering, strategic planning, supervisory technical management, and program management experience to serve as the Deputy Chief Architect & Systems Engineer (CASE).

What You Will Be Doing 

The Deputy Chief of CASE is a technical leadership role and is engaged in human capital management and portfolio and program management. This position functions as a first-line Supervisory GG-0801- 15 General Engineer. As such, the supervisory duties and the designation as a Supervisor for this position constitutes 25% of the position's Major Duties on a regular and recurring basis.

CASE comprises a multidisciplinary and geographically distributed team of interagency government officers and contractors. CASE performs systems architecting, engineering, and integration, strategic planning, industrial control systems security oversight, and associate CIO and IT functions for MS&O. The Chief and Deputy Chief are engaged internally across MS&O, and externally with other Directorates and Offices across the NRO to meet strategic objectives. Principal duties and responsibilities are listed below:
 
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
  • Manages and assesses progress in assigned projects/programs, including cost, schedule, and performance supporting baseline requirements, by applying program management methods and procedures.
  • Oversees risk management and engineering change management across the directorate.
  • Oversees the development and execution of MS&O’s Technical Strategic Planning and Integrated Planning Roadmap activities in coordination with enterprise and mission partner stakeholders.
  • Develops and maintains a robust and sustained partnership with internal and external stakeholders to ensure that emerging requirements that affect mission critical infrastructure are fully understood, documented, prioritized and resourced.
  • Participates in NRO enterprise engineering milestone events for lifecycle readiness.
  • Assists with developing and executing CASE’s annual budget.
  • Serves as the MS&O representative at the NRO Cadre Technical Career Field Board

What You Need
 
    • Bachelor’s degree from an accredited university in science, technology, engineering or math disciplines, or commensurate related work experience
    • Demonstrated experience leading multi-disciplinary teams, prioritizing resources, and implementing efficiencies
    • Demonstrated experience in architectural design and analysis, systems engineering, strategic planning, and project management 
    • Ability to lead and provide strategic direction for NRO equities to advance mission, IT/communications, and facilities projects
    • Excellent oral and written communication skills
    • Experience building internal and external partnerships
    • Experience in change management and conflict management

Desired Qualifications

- Demonstrated understanding of the future NRO mission, IT/communications, or facilities infrastructure architecture
- Experience supporting Intelligence Community (IC) and Department of Defense (DOD) Mission Partner activities
- Master’s degree from an accredited university in science, technology, engineering or math disciplines
- Recent and relevant experience at a NRO Mission Ground Station
- Experience with digital engineering and/or model-based systems engineering

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

  • DAWIA: This is a Defense Acquisition Work Improvement Act (DAWIA) position:
Employees Grades 15 designated in Critical Acquisition Positions, must meet appropriate certification requirements IAW the DAWIA within the designated grace period (Practitioner-5 years) after accepting the position. As a Critical Acquisition Position (CAP), unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "grandfathered" under 10 U.S.C. 1736 (c) (1), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737).
    • 1. Employee must have 4 years acquisition experience
    • 2. Employee must execute, as a condition of employment, a written tenure agreement to maintain in Federal Service in this position for at least three years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

2024 salary range for the Washington, DC area:
 

This position meets the qualifications for Defense Civilian Intelligence Personnel System (DCIPS) Targeted Local Market Supplement (TLMS) STEM pay for NRO Cadre employees and candidates as authorized by the office of the Under Secretary of Defense for Intelligence and Security’s (OUSD(I&S)).  Cadre employees and candidates are eligible to receive STEM pay if they are currently serving in a STEM designated position. Should a Cadre employee or candidate earning STEM pay change positions within the organization, they must be assigned to another STEM qualifying position in order to continue to remain eligible for STEM pay.  Otherwise, Cadre employees and Candidates Generally would be transitioned to the DCIPS GG Pay Scale. GG-14: $144,354 - $191,900

GG-15: $163,017 - $191,900

**This position is a Senior/Expert Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position.  To qualify for the position, federal government employees MUST currently be at the GG-14 or GG-15 grade level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.

Hiring Incentives

Trial Period

All new DCIPS employees will be required to serve a 2-year trial period.
