Clinical Program Manager (CPM)

Overview of Duties and Responsibilities

The CPM is part of MSPHI’s front-line tier of organizational management and will be heavily involved in management, activities, and projects associated with the MS Perinatal Quality Collaborative, improving maternal health outcomes, and achieving health equity for the maternal child health population. Maternal Health Innovations and. The scope of work and the position’s duties and responsibilities require onsiderable clinical subject matter expertise and experience. The MSPHI CPM may work with MSPHI leadership and or an MSPHI Program Director where most of the management tasks are directly related to one of MSPHI’s primary areas of focus. These foci are functionally centers of excellence and or/innovation and are intended to exercise influence on the activities of external partners and stakeholders leading to changes in policies, systems, and environment that improve health status.

The CPM utilizes subject matter expertise and experience to facilitate funded grant activities requiring mastery of a clinical skillset. The CPM may engage multiple managers and their subordinate staff. Working closely with directors and MSPHI leadership, the CPM facilitates multiple concurrent activities and has discretion and responsibility for the body of work in the context of the foci and organizational priorities. The CPM utilizes data to plan, implement, and evaluate activities and make decisions. As a subject matter expert, the CPM establishes rapport and collaboration across domains and with peers in state and federal agencies.

Knowledge, Skills, and Abilities

  • Build and utilize subject matter expertise facilitating work within one of MSPHI’s four domains of work.
  • Training teams to improve knowledge of innovative or quality improvement strategies, programs, and services for women and infants.
  • Demonstrated mastery of planning, supervisory, and teamwork methods.
  • Advanced skills in writing and verbal communication.
  • Utilization of methods for problem-solving and consensus-building.
  • Comfort working in or demonstrating advanced practices in multiple environments.
  • Experience working with partnerships and collaboration to secure and align clinical strategies across agencies and organizations.
  • Knowledge of proposal development as a part of a team for state, federal, and foundation funding.
  • Use of data for decision-making and utilization for program planning, management, and evaluation.
  • Working with stakeholders in relationships and or formal partnerships at the community, regional and state level.
  • Working with needs assessment methodologies and requirements and developing corresponding fiscal plans and budgets.
  • Analyzing and preparing data from multiple sources and delivering information in a thoughtful, logical, and cohesive context for funders, policymakers, and stakeholders.
  • Demonstrates a deep understanding of social drivers of health and the root cause of health inequity and health disparities in Mississippi.
  • Demonstrates a commitment to collaborate with MSPHI staff and external stakeholders.
  • Demonstrates multitasking, project management, delegation of responsibility, time management, and emotional intelligence.
  • The ability to execute management directives with direct and indirect leadership input aimed at achieving organizational goals and objectives.

Subject Matter Expert (SME) Responsibilities

Clinical SME will frequently engage staff in management positions who in turn manage projects and activities. Utilizing exceptional interpersonal communication skills, the CPM as a SME will advise staff and collaborators/partners, stakeholders, management, and leadership on the correct course of action or alternatives utilizing advanced knowledge and experience. The CPM may assist with planning, implementing, and evaluating activities aiming to improve healthcare outcomes for women and infants in Mississippi. The CPM will assist with building and implementing activities to support a multidisciplinary team of public/mental health professionals focused on attaining programmatic goals and objectives. The CPM must understand and assist with coordinating the activities of staff partners and stakeholders towards the achievement of overarching MSPHI domain-centric goals and MSPHI’s mission and values as they relate to funded activities within the domain of work and improving the system of care in Mississippi for women and infants.

Experience Requirements

Minimally, candidates for the CPM position with MSPHI should have 8 years (10 for senior CPM)-plus direct supervisory experience that demonstrates significant progression of supervisory responsibilities over professional staff. Minimally, candidates for the CPM position should have eight years (10 for senior CPM)-plus organizational management responsibility as a manager.

Minimally, candidates should have significant experience with the subject matter and a broad understanding of the health issues associated with the MSPHI domain of work. This is demonstrated by their work experience to date where the candidate addressed health systems, health policies, and health environments and directly affected organization(s) behavior.

The CPM - Maternal and Child Health requires verifiable advanced nursing credentials, experience, and training.

Educational Requirements

The preferred education for an MSPHI CPM is a PhD in a related field or discipline. Required educational expectations for the MSPHI PM are a Master’s Degree, a Specialist’s Degree, or an advanced clinical degree such as a nurse practitioner. Multiple advanced degrees that are in related disciplines/fields may be considered to meet the “preferred” requirement above.

Compensation

Salary is determined based on an individual meeting the minimum requirements. MSPHI leadership may exercise some discretion when negotiating an initial salary for a candidate. An increase of anywhere from 0%-10% may be granted for education and recognition of educational achievement that will benefit MSPHI.

Further, for an individual who has experience that is significantly greater (from 8 to 10 years) than the experience requirements above, MSPHI leadership may authorize an additional increase between 0% and 10% above the initial salary in addition to the percentage above the starting salary as described above.

Base Salary: $70,000 - $80,000

This position is supervised by a MSPHI Program Director or equivalent, the MSPHI CAO or the CEO.
