Copper River Shared Services is seeking a Proposal Manager for planning, developing, leading, and managing the delivery of high-quality proposal responses to Federal and Commercial business opportunities, to include Requests for Proposals (RFPs) and Requests for Information (RFIs).  The Proposal Manager will work individually to lead end-to-end proposal projects and work collaboratively with other B&P team members to ensure the team is delivering high-quality, compliant, and winning proposals to the Copper River Family of Operating Companies. The ideal candidate is an innovative self-starter who is detail-oriented and capable of working in a fast-paced, deadline driven environment, with the ability to manage multiple projects, priorities, and deadlines – but who also prefers a highly collaborative and team-oriented work environment.

Responsibilities (include but are not limited to):

  • Manage and support all phases of assigned proposal projects for multiple operating companies and teams
  • Ensure that task assignments, schedule, strategy, pricing, section authoring, reviews and production are on track for on-time submission
  • Develop master outlines, compliance matrices, task lists, schedules
  • Keep proposal response teams on track with clear and timely communication regarding status of tasks and deliverables
  • Collaborate with cross-company and business development leaders to evaluate bid opportunities
  • Provide leadership to proposal teams; collaborate with external resources and partners on deliverables for federal and commercial proposal projects
  • Manage proposal delivery process from initial outline draft to completion, coordinating response team, gathering/authoring required documentation and collateral information from key internal and external team members
  • Re-prioritize proposal activities to meet dynamic changes in workload and schedule shifts
  • Lead and participate in color (Pink, Red, White, and /or Gold) reviews
  • Perform quality checks and report progress against schedule and compliance on a continuing basis to apprise team and management of status
  • Follow proposal procedures in accordance with established departmental guidelines
  • Ensure delivery of compliant, professionally produced proposals

Requirements:

  • Education:
    • B.A, B.S. or equivalent experience
  • Experience:
    • 5+ years proposal management experience
    • Very strong interpersonal relations skills, good personal presentation; must be enthusiastic, highly motivated, and have an excellent work ethic
    • Strong negotiating skills
    • General knowledge of federal procurement regulations
    • General knowledge of the proposal development process
    • General knowledge of the organization of the Federal Government preferred
    • Strong organizational and time-management skills
    • Technical writing skills is a plus
