Major Roles & Responsibilities

Chief Executive Officer

Purpose:  The Chief Executive Officer (CEO) serves the Salem Memorial Hospital, a Critical Access Hospital, by providing strategic leadership, financial oversite, and total organization operations. The CEO is responsible for long-range strategic planning, program development/modification, staff development, budgeting oversite, and management of key services in accordance with policies and procedures as well as current federal, state, and local standards, guidelines, and regulations that govern Critical Access Hospitals. CEO communicates with the Board in a timely manner and exercises high level skills of problem solving and decision making in matters which have a major impact on the ongoing success of the hospital. CEO is spokesperson for the organization’s public positions and policies as well as representing Salem Memorial Hospital in the community.

Essential Job Functions:

  • Quality and Patient Safety
    • Monitors the adequacy of the Hospital’s medical activities through coordination with the Chief Nursing Officer, Board of Directors, medical staff and nursing personnel and the policies needed to ensure acceptable health care standards; ensures facility operating stability by creating a working environment that is satisfactory to staff and physicians; promotes health care services that are produced in a cost-effective manner.
  • Financial Leadership
    • Supervises the financial operations of the Hospital under the direction of the Board of Directors; invests and monitors the Hospital and related entity funds and corporate assets; works closely with CFO to prepare annual budget for Board of Director approval; negotiates professional contracts and ensures that appropriate salary structures are developed and maintained; arranges contractual relationships with consultants, contractors, architects, etc. on behalf of the Board in planning and developing facilities, finances and personnel programs; assures sound fiscal operation of the Hospital, including timely, accurate, and comprehensive development of an annual budget and its implementation plans for capital equipment through budget and obtains approvals from Board of Directors for capital purchases above $5,000; plans the use of physical resources of the Hospital and insures against physical damages; combines organizational resources in such a way as to maximize quantity and quality to obtain and optimal outcomes; represents the hospital with investors and business partners.
  • Medical Staff Relations
    • Develops and maintains effective relationships with physicians employed by and associated with the organization.
  • Community Health and Partners
    • Encourages the integration of the Hospital within the community by using effective communication and public relations.
  • Strategic Development
    • Plans and participates with executive and department leadership, medical staff, Board of Directors, and other key community stakeholders in the development of a long-term strategic plan that supports the Hospital’s mission, vision, and values in response to the developing needs of the community; Evaluates the effect of external forces on the organization; develops, communicates, and leads implementation of the strategic plan.
  • Board Relations
    • Ensures a positive working relationship with the Board of Directors founded on honesty, trust, and collaboration.
  • Leadership and Culture
    • Demonstrates a commitment to continuous formal and informal education, professional growth and development in healthcare management; Provides personal leadership which includes risk-taking, supports ethical business practices and is responsive to the needs of staff and patients; Establishes credibility throughout the Hospital and with the Board of Directors as an effective developer of solutions to various business challenges; Plans and implements programs on a hospital-wide basis; establishes strong and appropriate supervisor relationships; reviews all employee performance for continual accountability and appropriate merit increases.
  • Leadership Team Relations and Development
    • Establishes appropriate departmentalization and delegation; Ensures the attainment of Hospital objectives through the selection, development, motivation and evaluation of hospital personnel; Motivates and leads a high-performance management team; attracts, recruits and retains required members of the leadership team not currently in place; fosters a success-oriented, accountable environment within the Hospital; properly and promptly carries out policies and decisions of the Executive and Leadership teams; establishes and maintains a sound plan of organization and provides for leadership development which will ensure the continuing effective management of the hospital.
  • Communications
    • Develops smooth and constructive interface relationships with executive colleagues, as well as outside agencies, organizations, and individuals; informs the Board of Directors of current trends, issues, problems, and activities in health care generally, in community health needs, and in the Hospital to facilitate policymaking; provides information and responds to requests from Hospital stakeholders and state officials; creates, prepares, and delivers reports to stakeholders, as necessary.
  • Ethics
    • Combines strong ethical judgement with technical and management skills and exhibits values of fairness, honesty, and compassion.
  • Performs additional duties as assigned by the Board of Directors.


Academic, Certifications, & Trade Qualifications

  • Minimum of Bachelor’s Degree in Healthcare Administration
  • A Master’s Degree in hospital administration and/or business administration, preferred
  • Minimum of five or more years of demonstrated successful leadership in a healthcare facility.
  • Prior hospital CEO experience preferred
  • Critical Access Hospital experience required
