Job Title: Learning and Development Specialist

Department: Human Resources

Reports To: Learning and Development Manager/Sr. Manager

Supervises: None

FLSA Status: Exempt

Pay Grade: E3

Job Type: Full-Time, Regular

General Functions:

The Human Resources Learning and Development Specialist works in partnership with the Learning and Development Manager/Sr. Manager to create and facilitate leadership, talent, and human capital development models and training. In addition, this position works with other department subject matter experts (SMEs) to develop curricula, coordinate enrollment, create custom training content and facilitate training. This role requires creativity, flexibility and the ability to design curriculum representative of CITC’s core values, following an organized pattern, and is engaging and informative. The Learning and Development Specialist must be able to fully engage learners in various subject matter, on multiple communication platforms. This position will work both independently and cross-functionally to support CITC’s mission and goals.

Duties and Responsibilities:

  • Develop, plan and implement an effective training curriculum through collaboration, research, analyzing systems, and assessing the department and organization’s training needs or program(s).
  • Collaborate with Management to identify company training needs and develop training for the organization.
  • Apprise the Learning and Development Manager/Sr. Manager of all collaborations and submit proposed curriculum to manager for approval.
  • Prepare hard copy training materials such as agendas, module summaries, videos, presentations and handouts.
  • Train and guide new employees on CITC’s orientation and provide follow up engagement surveys to monitor new employee progress, training needs and response to training.
  • Keep and track attendance for all training.
  • Provide training that honors CITC’s mission and values, is engaging, and allows trainees the maximum opportunity to participate.
  • Contribute to the instruction and presentation of training materials and assess how effectively different methods and materials encourage interaction and participation.
  • Assist with tracking and reporting training completion information within CITC’s Learning Management System and various training platforms.
  • Develop customized training modules in the Learning Management System and various training platforms in partnership with SMEs at all levels.
  • Manage the transfer of training and certificate information from various platforms into CITC’s Learning Management System.
  • Conduct and analyze survey information, report, and apply feedback to improve the training and development program continuously.
  • Prepare training locations by ensuring presenters have all the tools, technical equipment, and resources needed to teach a course effectively.
  • Oversee general administrative duties, such as coordinating enrollment, scheduling training times and locations, and sending invitation information to all trainees.
  • Assist in preparing and delivering training and development communications using a variety of communication platforms.
  • Learn CITC’s various systems to the level of producing customized training materials.
  • Perform other duties as needed and assigned.

  • Ability to maintain accurate records and prepare and submit comprehensive reports.
  • Ability to work independently, as well as with a team, with minimal supervision.
  • Make decisions that may involve thinking strategically, problem-solving, and exercising good judgment.
  • Ability to develop, organize and execute small and large events.
  • Demonstrated ability to lead presentations and provide instruction to individuals and groups.
  • Familiarity with different teaching methods and materials.
  • Excellent oral and written communication/presentation skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing, and proofreading skills.
  • Understand CITC’s mission, vision, and strategic focus areas and incorporate knowledge into daily activities.
  • Demonstrated ability to respond to common inquiries or concerns from customers, regulatory agencies, or business community members.
  • Strong knowledge of Microsoft Office products and Adobe software.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Minimum Qualifications:

  • Bachelor’s Degree in Education, Business, Human Resources, or a related field. Relevant experience may substitute for education requirement on a year-for-year basis.
  • Three (3) years progressively responsible experience in developing, facilitating and presenting training curriculum to adult learners.
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon a satisfactory completion of state and federal fingerprint criminal background check.

Preferred Qualifications:

  • Master’s Degree in Education, Business, Human Resources, or a related field.
  • More than five (5) years equivalent progressive experience in developing, facilitating and presenting training curriculum to adult learners.
  • Two (2) years’ experience in an Alaska Native Corporation or Alaska Native non-profit setting and/or organization serving AN/AI people.
