Global Resource Solutions, Inc. (GRS) is seeking an enthusiastic, motivated and talented individual for the position of Technical Surveillance Countermeasures Practitioner III.

Job Description:

Summary: The TSCM Practitioner III will conduct technical security services for preventing unauthorized access to government facilities and possible loss of sensitive or classified information.

Essential Duties & Responsibilities:

  • Gain and maintain training to comply with DoD 8570 Information Assurance Training (IAT) II requirements within one calendar year of assignment.
  • Participate in one equipment specific training and one cyber security training each calendar year.
  • Be very familiar with current TSCM and CI policy.
  • Gain and maintain compliance with the Journeyman level TSCM Cyber specific training plan and the TSCM standard training requirements.
  • Provide recommendations and guidance for NGA facilities under construction.
  • Analyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirements.
  • Ensure NGA compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards for collateral areas.
  • Identify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficiencies.
  • Coordinate the actions of teams, projects, and/or initiatives that cover the entire spectrum of mission of Technical Operations Branch (SIC) and the TSCM mission to ensure they meet, and are consistent with, NGA’s mission, vision, goals, values, and operational structure, and the organization, mission and goals of the national and DoD CI communities. In the course of the above, analyze and evaluate proposed changes in mission, operating procedures and delegations of authority.
  • Coordinate TSCM operations, to include internal and external correspondence, resource allocation, personnel management, inventory control system, training program and policy development (requires extensive coordination and liaison not only within NGA, but external to NGA as well with DoD, IC agencies, and the military services).
  • Provide input on financial budgeting criteria and Program Objective Memorandum (POM) submissions, including funding for projects necessary to further the research and development of technical requirements to ensure technological advantage is maintained.
  • Conduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and procedures.
  • Ensure all personnel assigned to the TSCM mission are trained in accordance with National standards for the conduct of TSCM operations.
  • Generate finished correspondence, documents, briefing materials, spread sheets and threat reports in accordance with NGA guidelines, as required.
  • Prepare specialized technical risk assessment products, TSCM reports of inquiry, after action reports, tailored briefings, and other administrative communication necessary to support the CI mission.
  • Provide technical advice and assistance as it relates to CI and TSCM.
  • Assist Certified TEMPEST Technical Authority (CTTA) with technical security plans, policy and execution; assess electronic processing equipment for security vulnerabilities.
  • All external engagements to include, but not limited to, conferences, equipment demonstrations, external learning events, national and DoD level meetings, et cetera, require an after-action report, due within 72 hours of completion. An after-action report and briefing are required within five workdays after completion of any national or DoD level exercise participation.

Requirement:

  • Minimum of 7 years CI experience, of which at least 5 of those years include federal TSCM cyber experience
  • Bachelor’s Degree in Computer Science, Engineering, or a related technical discipline.
  • Interagency Training Center (ITC) TSCM Certification and complete at least 40 hours of discipline-specific development or refresher training every fiscal year
  • TSCM Cyber certification (TSCM Fundamentals graduation will suffice, with an expectation for "TSCM for Information Systems" (ITC) or equivalent).
  • A +, Network +, and Sec + Certifications in accordance with DoD 8140 requirements
  • Credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)

Security Requirements:

  • Top Secret/SCI

Skills:

  • Conduct TSCM surveys CONUS and OCONUS
  • Telephone security experience (i.e. with Telephone Security Group (TSG) requirements).
  • Shall have knowledge and experience with Voice Over Internet Protocol (VoIP) systems, Cloud systems and network architecture, and their associated vulnerabilities
  • Coordinates and synchronized a broad range of CI activities to include analysis, collections, investigations, operations, functional services, and others
  • Provide covert and overt Video Support including installation and monitoring of Closed circuit systems
  • Monitor radio frequency emissions and provides surveillance support
  • Ability to work in hazard conditions carrying heavy equipment and wearing safety equipment
  • Ability to maintain equipment
  • Excellent writer, briefer, and planner
  • Excellent communicator, both orally and in writing

Physical Requirements: This position requires employees to be willing and able to: sit, bend, reach, stoop, squat, stand, and walk.

Communication: Excellent customer service via phone and face to face conversation, excellent written and oral command of English.
